8 Glossary<br />

Basel Committee <strong>on</strong> Banking Supervisi<strong>on</strong> (BCBS): the primary global standardsetter<br />

for the prudential regulati<strong>on</strong> of banks and a forum for cooperati<strong>on</strong> <strong>on</strong> banking<br />

<strong>supervisory</strong> matters. Its mandate is to strengthen the regulati<strong>on</strong>, supervisi<strong>on</strong> and<br />

practices of banks worldwide with the purpose of enhancing financial stability. BCBS<br />

members include organisati<strong>on</strong>s with direct banking <strong>supervisory</strong> authority and central<br />

banks.<br />

Banking uni<strong>on</strong>: <strong>on</strong>e of the building blocks for completing Ec<strong>on</strong>omic and M<strong>on</strong>etary<br />

Uni<strong>on</strong>, which c<strong>on</strong>sists of an integrated financial framework with a single <strong>supervisory</strong><br />

mechanism, a single bank resoluti<strong>on</strong> mechanism, and a single rulebook, including<br />

for harm<strong>on</strong>ised deposit guarantee schemes, which may evolve into a comm<strong>on</strong><br />

European deposit guarantee scheme.<br />

Basel III: a comprehensive set of reform measures, developed by the Basel<br />

Committee <strong>on</strong> Banking Supervisi<strong>on</strong> in resp<strong>on</strong>se to the financial crisis of 2008. Basel<br />

III builds up<strong>on</strong> the Basel II rulebook. Its aim is to strengthen the regulati<strong>on</strong>,<br />

supervisi<strong>on</strong> and risk management of the banking sector. The measures aim to<br />

improve the banking sector's ability to absorb shocks arising from financial and<br />

ec<strong>on</strong>omic stress, improve risk management and governance, and strengthen banks'<br />

transparency and disclosures.<br />

Comprehensive Assessment: financial health checks which the <str<strong>on</strong>g>ECB</str<strong>on</strong>g> is required to<br />

carry out prior to assuming direct supervisi<strong>on</strong> over a credit instituti<strong>on</strong>.<br />

Comprehensive assessments help to ensure that banks are adequately capitalised<br />

and can withstand possible financial shocks. The assessment comprises an asset<br />

quality review and a stress test.<br />

CRR/CRD IV: Capital Requirements Regulati<strong>on</strong> and Directive: Regulati<strong>on</strong> (EU) No<br />

575/2013 <strong>on</strong> prudential requirements for credit instituti<strong>on</strong>s and investment firms<br />

(CRR) and Directive 2013/36/EU <strong>on</strong> access to the activity of credit instituti<strong>on</strong>s and<br />

the prudential supervisi<strong>on</strong> of credit instituti<strong>on</strong>s and investment firms (CRD IV). They<br />

are often jointly referred to as CRD IV.<br />

European Banking Authority (EBA): an independent EU authority established <strong>on</strong><br />

1 January 2011 as part of the European System of Financial Supervisi<strong>on</strong> to ensure<br />

effective and c<strong>on</strong>sistent prudential regulati<strong>on</strong> and supervisi<strong>on</strong> across the EU<br />

banking sector. Its main task is to c<strong>on</strong>tribute to the creati<strong>on</strong> of the European single<br />

rulebook in banking, the objective of which is to provide a single set of harm<strong>on</strong>ised<br />

prudential rules throughout the EU.<br />

Financial Stability Board (FSB): an internati<strong>on</strong>al body that promotes internati<strong>on</strong>al<br />

financial stability by coordinating nati<strong>on</strong>al financial authorities and internati<strong>on</strong>al<br />

standard-setting bodies as they work towards developing robust regulatory,<br />

<strong>supervisory</strong> and other financial sector policies. It fosters a level playing field by<br />

encouraging c<strong>on</strong>sistency in the implementati<strong>on</strong> of these policies across sectors and<br />

<str<strong>on</strong>g>ECB</str<strong>on</strong>g> <str<strong>on</strong>g>Annual</str<strong>on</strong>g> <str<strong>on</strong>g>Report</str<strong>on</strong>g> <strong>on</strong> <strong>supervisory</strong> <strong>activities</strong> 2016 − Glossary 75
