Rent and building maintenance<br />
At the end of the financial year the actual expenditure <strong>on</strong> rent and building<br />
maintenance including depreciati<strong>on</strong> of premises-related assets stood at €58.1<br />
milli<strong>on</strong>. In 2016 <str<strong>on</strong>g>ECB</str<strong>on</strong>g> Banking Supervisi<strong>on</strong> completed its move to permanent<br />
premises. Owing to c<strong>on</strong>firmed needs for room space, the actual expenditure is €5.1<br />
milli<strong>on</strong> above the projected estimate.<br />
Other operating expenditure<br />
The category “other operating expenditure” includes costs such as c<strong>on</strong>sultancy, IT<br />
services, statistical services, depreciati<strong>on</strong> for fixed assets (other than premisesrelated),<br />
business travel and training.<br />
Overall, the budgetary performance in this category stands at €143.4 milli<strong>on</strong>, which<br />
is below the expenditure projected in April 2016. The underspend in this category for<br />
the most part reflects the establishment phase of the <strong>supervisory</strong> functi<strong>on</strong> and an<br />
overestimati<strong>on</strong> of the budgetary needs for <strong>activities</strong> such as business travel and<br />
training.<br />
In additi<strong>on</strong> to the biennial EBA stress test exercise, other operating expenditure in<br />
2016 incorporates the external support that was called up<strong>on</strong> to c<strong>on</strong>tribute to the<br />
“regular” comprehensive assessments, the c<strong>on</strong>duct of <strong>on</strong>-site supervisi<strong>on</strong> and the<br />
preparatory phase of the TRIM review, all of which are explained in detail in<br />
Secti<strong>on</strong> 1.<br />
5.2 Feeing framework 2016<br />
Together with the SSM Regulati<strong>on</strong>, the Fees Regulati<strong>on</strong> provides the legal<br />
framework under which the <str<strong>on</strong>g>ECB</str<strong>on</strong>g> levies an annual <strong>supervisory</strong> fee for the expenditure<br />
it incurs in c<strong>on</strong>ducting its <strong>supervisory</strong> tasks. The Fees Regulati<strong>on</strong> establishes the<br />
methods for: (i) determining the total amount of the annual <strong>supervisory</strong> fee; (ii)<br />
calculating the amount to be paid by each supervised instituti<strong>on</strong>; and (iii) collecting<br />
the annual <strong>supervisory</strong> fee.<br />
In 2016 the <str<strong>on</strong>g>ECB</str<strong>on</strong>g> completed the sec<strong>on</strong>d <strong>supervisory</strong> fee cycle. A review of the Fees<br />
Regulati<strong>on</strong> will take place in the course of 2017, in particular with regard to the<br />
methods and criteria used to calculate the annual <strong>supervisory</strong> fee. Further<br />
informati<strong>on</strong> <strong>on</strong> how supervised entities can c<strong>on</strong>tribute to the review will be published<br />
<strong>on</strong> the <str<strong>on</strong>g>ECB</str<strong>on</strong>g>’s banking supervisi<strong>on</strong> website.<br />
