4.6 Data reporting framework and informati<strong>on</strong> management<br />
Developments in the data handling framework<br />
In accordance with the SSM Framework Regulati<strong>on</strong> the <str<strong>on</strong>g>ECB</str<strong>on</strong>g> is resp<strong>on</strong>sible for<br />
organising the processes relating to the collecti<strong>on</strong> and quality review of data reported<br />
by supervised entities. 47<br />
The main objective is to ensure that the SSM uses reliable and accurate <strong>supervisory</strong><br />
data. Therefore, the <str<strong>on</strong>g>ECB</str<strong>on</strong>g> maintains close cooperati<strong>on</strong> with NCAs’ reporting units,<br />
which are the first recipients of prudential reporting by credit instituti<strong>on</strong>s and which<br />
perform the first quality checks <strong>on</strong> this data. To achieve its objective, the <str<strong>on</strong>g>ECB</str<strong>on</strong>g><br />
collaborates with the NCAs (and supervised entities in case of direct reporting to the<br />
<str<strong>on</strong>g>ECB</str<strong>on</strong>g>) using the “sequential approach 48 ”.<br />
The sequential approach is currently being enhanced, in both its short and l<strong>on</strong>gterm<br />
forms. Under the short-term approach, as discussed with stakeholders in 2016,<br />
NCAs are requested to transmit data to the <str<strong>on</strong>g>ECB</str<strong>on</strong>g> by the <str<strong>on</strong>g>ECB</str<strong>on</strong>g> remittance date,<br />
irrespective of the status of any NCA-internal validati<strong>on</strong> rules. This approach aims to<br />
ensure that (a) the time lag between the submissi<strong>on</strong> of reports by entities and the<br />
availability of data to SSM supervisors is shortened, and (b) the c<strong>on</strong>tents of<br />
NCA/<str<strong>on</strong>g>ECB</str<strong>on</strong>g> databases are aligned. Under the l<strong>on</strong>g-term approach, the intenti<strong>on</strong> is to<br />
identify best practices in each NCA and to propose harm<strong>on</strong>ised best practices.<br />
Once received by the <str<strong>on</strong>g>ECB</str<strong>on</strong>g>, the data reports are forwarded in different formats to the<br />
IMAS 49 system in order to make the data available to end-users, such as JSTs and<br />
horiz<strong>on</strong>tal functi<strong>on</strong>s within the SSM. Selected data from a subset of instituti<strong>on</strong>s<br />
(mainly significant instituti<strong>on</strong>s) are also forwarded automatically to the EBA up<strong>on</strong><br />
receipt.<br />
The frequency of data collecti<strong>on</strong> ranges from m<strong>on</strong>thly, quarterly and semi-annual to<br />
annual, and data from both significant instituti<strong>on</strong>s and less significant instituti<strong>on</strong>s are<br />
available from the reference period of December 2014 (as applicable) <strong>on</strong>wards.<br />
In particular, in the course of 2016 and following the official publicati<strong>on</strong> of the<br />
underlying legal acts 50 , the SSM started to collect <strong>on</strong> a regular basis the reports for<br />
the additi<strong>on</strong>al liquidity m<strong>on</strong>itoring metrics (ALMM) and the <strong>supervisory</strong> benchmarking<br />
portfolios (SBP), as well as the reports for the liquidity coverage ratios (LCR) and the<br />
leverage ratios (LR), according to modified reporting frameworks.<br />
