Since 2016 the <str<strong>on</strong>g>ECB</str<strong>on</strong>g> has published<br />

extensive data <strong>on</strong> the European<br />

banking sector<br />

The <str<strong>on</strong>g>ECB</str<strong>on</strong>g> produces regular <strong>supervisory</strong> statistics, key risk indicators, reports and<br />

dashboards for end-users. Additi<strong>on</strong>ally, aggregated banking data 51 covering<br />

significant instituti<strong>on</strong>s at the highest level of c<strong>on</strong>solidati<strong>on</strong> have been published <strong>on</strong><br />

the <str<strong>on</strong>g>ECB</str<strong>on</strong>g>’s banking supervisi<strong>on</strong> website since 2015. In 2016 these data were<br />

extensively enhanced in terms of additi<strong>on</strong>al statistics and more in-depth breakdowns<br />

(e.g. by geography and bank classificati<strong>on</strong>); public disclosure is also now quarterly<br />

(see also Secti<strong>on</strong> 7).<br />

Data handling and disseminati<strong>on</strong> within the SSM – IMAS<br />

The IMAS system c<strong>on</strong>tinues to be a crucial element in supporting central SSM<br />

processes and ensuring a harm<strong>on</strong>ised <strong>supervisory</strong> approach across all euro area<br />

countries. In 2016 IMAS significantly evolved not <strong>on</strong>ly by covering SSM <strong>supervisory</strong><br />

processes such as the SREP, <strong>on</strong>-site inspecti<strong>on</strong>s, operati<strong>on</strong>al planning and<br />

authorisati<strong>on</strong> procedures more widely, but also by making its interface more userfriendly,<br />

reinforcing the capacity for informati<strong>on</strong> analysis and generally enriching the<br />

c<strong>on</strong>tents available.<br />

With regard to the functi<strong>on</strong>ing of IMAS, the <str<strong>on</strong>g>ECB</str<strong>on</strong>g> maintains <str<strong>on</strong>g>Report</str<strong>on</strong>g>ing Instructi<strong>on</strong>s<br />

(e.g. <strong>on</strong> the transmissi<strong>on</strong> and quality of ITS data, usage of the database and how to<br />

search for specific informati<strong>on</strong>) and provides technical support to end-users.<br />

Efforts towards more transparency<br />

Since the <str<strong>on</strong>g>ECB</str<strong>on</strong>g> took over its new <strong>supervisory</strong> tasks it has faced questi<strong>on</strong>s as to whether it is<br />

sufficiently transparent and accountable. Transparency implies delivering a clear and timely<br />

explanati<strong>on</strong> of the <str<strong>on</strong>g>ECB</str<strong>on</strong>g>’s policy decisi<strong>on</strong>s and procedures; accountability refers to the <str<strong>on</strong>g>ECB</str<strong>on</strong>g>’s<br />

resp<strong>on</strong>sibility for its acti<strong>on</strong>s vis-à-vis EU citizens and their elected representatives. Transparency<br />

provides the public with the means to assess the <str<strong>on</strong>g>ECB</str<strong>on</strong>g>’s performance against its objectives. For this<br />

reas<strong>on</strong>, in 2016 greater efforts towards increasing the transparency of <str<strong>on</strong>g>ECB</str<strong>on</strong>g> Banking Supervisi<strong>on</strong><br />

were made.<br />

<str<strong>on</strong>g>ECB</str<strong>on</strong>g> Banking Supervisi<strong>on</strong> has been increasingly engaged in communicating with the general public:<br />

<strong>on</strong> 23 March 2016, the Chair and Vice-Chair of the Supervisory Board held the first annual press<br />

c<strong>on</strong>ference, explaining how the <str<strong>on</strong>g>ECB</str<strong>on</strong>g> carried out its <strong>supervisory</strong> <strong>activities</strong> in 2015. Moreover, <str<strong>on</strong>g>ECB</str<strong>on</strong>g><br />

Banking Supervisi<strong>on</strong> published the SREP methodology booklet, disclosing its <strong>supervisory</strong><br />

approach. Policy messages were c<strong>on</strong>veyed through 42 speeches and 18 interviews given by the<br />

Chair, Vice-Chair and <str<strong>on</strong>g>ECB</str<strong>on</strong>g> Representatives of the Supervisory Board and published <strong>on</strong> the <str<strong>on</strong>g>ECB</str<strong>on</strong>g>’s<br />

banking supervisi<strong>on</strong> website. In 2016, the Chair’s and Vice-Chair’s meetings calendars were<br />

regularly disclosed, and <str<strong>on</strong>g>ECB</str<strong>on</strong>g> Banking Supervisi<strong>on</strong> provided informati<strong>on</strong> and sought feedback from<br />

lawmakers and the general public in the c<strong>on</strong>text of:<br />
