sancti<strong>on</strong>ing proceedings<br />
Although it <strong>on</strong>ly directly supervises significant instituti<strong>on</strong>s, the <str<strong>on</strong>g>ECB</str<strong>on</strong>g> is the competent<br />
authority for all euro area credit instituti<strong>on</strong>s for granting or withdrawing banking<br />
licences and assessing the acquisiti<strong>on</strong> of qualifying holdings (known collectively as<br />
“comm<strong>on</strong> procedures”). The <str<strong>on</strong>g>ECB</str<strong>on</strong>g> is also resp<strong>on</strong>sible for the fit and proper<br />
assessment of members of the management bodies of significant credit instituti<strong>on</strong>s<br />
and for passporting procedures. All in all, a substantial proporti<strong>on</strong> of European<br />
banking supervisi<strong>on</strong> decisi<strong>on</strong>s relate to authorisati<strong>on</strong> processes.<br />
More than 3,000 authorisati<strong>on</strong> procedures were notified to the <str<strong>on</strong>g>ECB</str<strong>on</strong>g> in 2016, mostly<br />
relating to fit and proper assessments. Significant efforts were made in improving<br />
processes in terms of simplicity and proporti<strong>on</strong>ality and in developing policy<br />
guidance <strong>on</strong> a number of issues.<br />
The <str<strong>on</strong>g>ECB</str<strong>on</strong>g> also fulfilled its duty to ensure effective mechanisms for reporting of<br />
breaches of relevant EU law. In 2016, 102 breach reports were received, 73 of which<br />
were within the remit of the <str<strong>on</strong>g>ECB</str<strong>on</strong>g>’s <strong>supervisory</strong> tasks. These reports mainly<br />
c<strong>on</strong>cerned governance issues and the calculati<strong>on</strong> of own funds and capital<br />
requirements.<br />
2.1 Developments in the number of significant instituti<strong>on</strong>s<br />
and in comm<strong>on</strong> procedures<br />

supervisi<strong>on</strong><br />
Comprehensive assessment 2016<br />
A comprehensive assessment is a requirement for all banks that become or are likely<br />
to become subject to direct <str<strong>on</strong>g>ECB</str<strong>on</strong>g> supervisi<strong>on</strong> based <strong>on</strong> the significance criteria set<br />
out in Article 6(4) of the SSM Regulati<strong>on</strong>.<br />
The sample of banks subject to the comprehensive assessment includes those<br />
which show an increased likelihood of becoming significant at the start of the<br />
following calendar year without prejudice to the outcome of the full significance<br />
assessment, which can <strong>on</strong>ly be finalised <strong>on</strong>ce all relevant informati<strong>on</strong> (e.g. audited<br />
financial statements for the prior year-end) is available.<br />
From March to November 2016 the <str<strong>on</strong>g>ECB</str<strong>on</strong>g> c<strong>on</strong>ducted a comprehensive assessment of<br />
the following four banks:<br />
