3 The SSM as part of European and<br />

global <strong>supervisory</strong> architecture<br />

European and internati<strong>on</strong>al cooperati<strong>on</strong> is <strong>on</strong>e of the key priorities for <str<strong>on</strong>g>ECB</str<strong>on</strong>g> Banking<br />

Supervisi<strong>on</strong>. C<strong>on</strong>sequently, the <str<strong>on</strong>g>ECB</str<strong>on</strong>g> has already negotiated and signed important<br />

Memoranda of Understanding (MoUs) with a number of other instituti<strong>on</strong>s, such as<br />

the Single Resoluti<strong>on</strong> Board (SRB) and the European Securities and Markets<br />

Authority (ESMA). Work c<strong>on</strong>tinues towards c<strong>on</strong>cluding MoUs with <strong>supervisory</strong><br />

authorities, nati<strong>on</strong>al market authorities and the <strong>supervisory</strong> authorities of n<strong>on</strong>-euro<br />

area EU Member States. European banking supervisi<strong>on</strong> is also c<strong>on</strong>tributing to the<br />

work of <strong>supervisory</strong> colleges, which play an important role for supervised banks with<br />

a presence in n<strong>on</strong>-euro area countries.<br />

In 2016 European banking supervisi<strong>on</strong> further c<strong>on</strong>tributed to the EU’s recovery and<br />

resoluti<strong>on</strong> framework. It assessed the recovery plans drawn up by banks and it was<br />

c<strong>on</strong>sulted by the SRB with regard to resoluti<strong>on</strong> plans. The <str<strong>on</strong>g>ECB</str<strong>on</strong>g> was also active in<br />

European and internati<strong>on</strong>al fora which are developing policies related to crisis<br />

management.<br />

With a view to global rules for the banking sector, the <str<strong>on</strong>g>ECB</str<strong>on</strong>g> was involved in the work<br />

of the Basel Committee <strong>on</strong> Banking Supervisi<strong>on</strong>, participating in more than 30<br />

groups, sub-groups and task forces of the Committee. <str<strong>on</strong>g>ECB</str<strong>on</strong>g> Banking Supervisi<strong>on</strong><br />

also c<strong>on</strong>tributed to the work of the EBA and was granted the right to participate in the<br />

plenary meetings of the Financial Stability Board (FSB).<br />

3.1 European and internati<strong>on</strong>al cooperati<strong>on</strong><br />

3.1.1 Cooperati<strong>on</strong> with other nati<strong>on</strong>al/EU <strong>supervisory</strong> authorities<br />

In 2016 the <str<strong>on</strong>g>ECB</str<strong>on</strong>g> initiated overall 24 negotiati<strong>on</strong>s for the c<strong>on</strong>clusi<strong>on</strong> of cooperati<strong>on</strong><br />

agreements with banking <strong>supervisory</strong> authorities of the n<strong>on</strong>-euro area EU countries,<br />

third countries and EU market supervisors. Four of those MoUs have already been<br />

c<strong>on</strong>cluded.<br />

Cooperati<strong>on</strong> within the European Ec<strong>on</strong>omic Area<br />

The <str<strong>on</strong>g>ECB</str<strong>on</strong>g> has extensive exchanges with <strong>supervisory</strong> authorities from EU countries.<br />

In line with Article 3(6) of the SSM Regulati<strong>on</strong>, the <str<strong>on</strong>g>ECB</str<strong>on</strong>g> is working towards the<br />

c<strong>on</strong>clusi<strong>on</strong> of its own MoUs with nine NCAs from n<strong>on</strong>-euro area EU countries. As<br />

cooperati<strong>on</strong> and exchange of informati<strong>on</strong> between competent authorities within the<br />

<str<strong>on</strong>g>ECB</str<strong>on</strong>g> <str<strong>on</strong>g>Annual</str<strong>on</strong>g> <str<strong>on</strong>g>Report</str<strong>on</strong>g> <strong>on</strong> <strong>supervisory</strong> <strong>activities</strong> 2016 − The SSM as part of European and<br />
