In 2016 the <str<strong>on</strong>g>ECB</str<strong>on</strong>g> initiated MoU negotiati<strong>on</strong>s with ten third country <strong>supervisory</strong><br />

authorities. The objective is to facilitate the performance of the respective<br />

<strong>supervisory</strong> tasks. To this end, the MoUs are intended to cover, inter alia, informati<strong>on</strong><br />

exchange, cooperati<strong>on</strong> in <strong>on</strong>going supervisi<strong>on</strong> as well as in emergency situati<strong>on</strong>s,<br />

the c<strong>on</strong>duct of <strong>on</strong>-site inspecti<strong>on</strong>s and internal models investigati<strong>on</strong>s.<br />

In 2016 and early 2017, the <str<strong>on</strong>g>ECB</str<strong>on</strong>g> entered into MoUs with two third country<br />

<strong>supervisory</strong> authorities, <strong>on</strong>e <strong>on</strong> supervisi<strong>on</strong> of credit instituti<strong>on</strong>s and <strong>on</strong>e <strong>on</strong> the<br />

exchange of informati<strong>on</strong> regarding systemically important instituti<strong>on</strong>s.<br />

Colleges of supervisors<br />

Colleges of supervisors are key to<br />

coordinating the supervisi<strong>on</strong> of<br />

cross-border banking groups<br />

Colleges of supervisors are permanent yet flexible coordinati<strong>on</strong> structures that bring<br />

together the competent authorities involved in supervising cross-border banking<br />

groups. Colleges play an important role for SSM banks with a presence in n<strong>on</strong>-euro<br />

area countries.<br />

In 2016 the <str<strong>on</strong>g>ECB</str<strong>on</strong>g> strengthened the performance of these colleges with the aim of<br />

making the European framework for informati<strong>on</strong> exchange, joint risk assessments,<br />

and joint decisi<strong>on</strong>s <strong>on</strong> capital and liquidity requirements more effective, in<br />

accordance with CRD IV.<br />

Colleges of supervisors<br />

in which the <str<strong>on</strong>g>ECB</str<strong>on</strong>g><br />

participates<br />

In its capacity as c<strong>on</strong>solidating supervisor, <str<strong>on</strong>g>ECB</str<strong>on</strong>g> Banking Supervisi<strong>on</strong> is resp<strong>on</strong>sible<br />

for the organisati<strong>on</strong> and functi<strong>on</strong>ing of 29 EU colleges. These colleges comprise the<br />

relevant EU members, the EBA and, as observers, those authorities that supervise<br />

the material subsidiaries and branches that each banking group has in third<br />

countries. These include the most relevant <strong>supervisory</strong> authorities in the global<br />

banking and financial markets.<br />

For each significant instituti<strong>on</strong> for which the <str<strong>on</strong>g>ECB</str<strong>on</strong>g> is the c<strong>on</strong>solidating supervisor,<br />

JSTs have established the relevant processes and procedures to ensure that each<br />

college functi<strong>on</strong>s properly. 33<br />

As host supervisor of significant instituti<strong>on</strong>s in the euro area that are headquartered<br />

in n<strong>on</strong>-participating EU Member States (seven banking groups), <str<strong>on</strong>g>ECB</str<strong>on</strong>g> Banking<br />

Supervisi<strong>on</strong> has actively c<strong>on</strong>tributed to the colleges of the cross-border banking<br />

groups, through appropriate JST representati<strong>on</strong>.<br />

For other internati<strong>on</strong>ally active significant instituti<strong>on</strong>s in the euro area, in 2016 <str<strong>on</strong>g>ECB</str<strong>on</strong>g><br />

Banking Supervisi<strong>on</strong> acted as c<strong>on</strong>solidated supervisor for four banking groups that<br />

are headquartered in participating Member States but which <strong>on</strong>ly have material<br />

cross-border activity outside the EU. At the same time, <str<strong>on</strong>g>ECB</str<strong>on</strong>g> Banking Supervisi<strong>on</strong><br />

c<strong>on</strong>tributed as host supervisor to the colleges of five cross-border banking groups<br />

headquartered in third countries and with subsidiaries which are significant<br />

instituti<strong>on</strong>s in the euro area.<br />
