<strong>The</strong> largest distributors are: SuSE (Germany); Slackware, Red Hat<br />

and Caldera (United States), Conectiva (Brazil), TurboLinux (Asia),<br />

Mandrake (France) and Caixa Mágica (Portugal). One should point<br />

that the largest <strong>of</strong> these distributors does not even have 300 employees.<br />

<strong>The</strong>re is another distributor which is preferred by the hackers and<br />

the majority <strong>of</strong> public administrations, for it is not a company but a<br />

non-pr<strong>of</strong>it organisation: Debian. 5 Debian has approximately one<br />

thousand voluntary programmers selected in a rigorous technical<br />

“selection process” who assume a societal commitment through a<br />

“social contract,” a kind <strong>of</strong> code <strong>of</strong> ethics for the cyber community. It<br />

is the technically most stable form <strong>of</strong> free s<strong>of</strong>tware distribution, used<br />

by various companies and in “high availability” government projects.<br />

Threats to Innovation and Freedom <strong>of</strong> Expression<br />

Some <strong>of</strong> the initiatives, in the technological and legal spheres, <strong>of</strong> interest to<br />

the large monopolistic corporations in the information technologies industry<br />

may restrict innovation and the individual and collective liberties <strong>of</strong> the<br />

citizens.<br />

Under the pretext <strong>of</strong> “updating” the national and international laws<br />

in view <strong>of</strong> the growth <strong>of</strong> the Internet and digital works, these initiatives<br />

designed to extend the reach <strong>of</strong> the copyright laws for digital<br />

works in reality can amount to centralized and totalitarian control by<br />

the large corporations over the rights <strong>of</strong> the users and producers <strong>of</strong><br />

digital works and impede innovation.<br />

A Technological Plan against Liberties<br />

A consortium 6 made up <strong>of</strong> Micros<strong>of</strong>t, Intel, AMD, IBM, Sony and<br />

other giants is developing the TCPA (Trusted Computing Platform<br />

Alliance), which is already in an advanced phase. This technological<br />

alliance is producing chips that can be monitored and controlled permanently<br />

through the Internet, even without the authorisation <strong>of</strong> the<br />

users <strong>of</strong> the computers and other electronic equipment. Using the<br />

argument that they protect “intellectual property,” this new genera-<br />
