INFRASTRUCTURE DEVELOPMENT PLAN PRESENTS<br />

SUBSTANTIAL INVESTMENT OPPORTUNITIES<br />

• <strong>The</strong>re is significant potential <strong>for</strong> greater private sector<br />

<strong>in</strong>volvement <strong>in</strong> the design, f<strong>in</strong>anc<strong>in</strong>g, construction, operation<br />

and ma<strong>in</strong>tenance of public <strong>in</strong>frastructure.<br />

• <strong>South</strong> <strong>Africa</strong> has well-established capital markets and<br />

technical capacity to conceive, plan, structure and<br />

implement large projects and programmes. If leveraged<br />

effectively, these f<strong>in</strong>ancial resources and technical capacity<br />

could materially alter the momentum of <strong>in</strong>frastructure<br />

<strong>in</strong>vestment. A project pipel<strong>in</strong>e that will complement<br />

the portfolio of the National Infrastructure Plan is be<strong>in</strong>g<br />

f<strong>in</strong>alised.<br />

• <strong>The</strong> Presidential Infrastructure Coord<strong>in</strong>ation Commission<br />

(PICC) has approved 18 strategic <strong>in</strong>frastructure projects<br />

(SIPs) to support economic development and service<br />

delivery <strong>in</strong> all of <strong>South</strong> <strong>Africa</strong>’s n<strong>in</strong>e prov<strong>in</strong>ces.<br />

• <strong>The</strong> SIPs are seen as hav<strong>in</strong>g the ability to unlock<br />

opportunities, trans<strong>for</strong>m the economic landscape, create<br />

new employment, strengthen the delivery of basic services<br />

and support the <strong>in</strong>tegration of <strong>Africa</strong>n economies.<br />

• <strong>The</strong> government is committed to the roll-out of the SIPs,<br />

as illustrated by the ZAR420.9-billion capital allocation <strong>in</strong><br />

the 2019 National Budget over the three-year period to<br />

2021/22.<br />

• <strong>The</strong> SIPs present opportunities <strong>for</strong> strategic <strong>in</strong>vestment<br />

partnerships and supplier/value cha<strong>in</strong> development across<br />

the various project pipel<strong>in</strong>es.<br />
