INDUSTRIAL POLICY SUPPORT<br />

Attractive support system <strong>for</strong><br />

<strong>in</strong>dustrial development and <strong>in</strong>vestment promotion<br />

• A more focused and purposeful <strong>in</strong>dustrial strategy has<br />

been adopted, and Master Plans are be<strong>in</strong>g developed by<br />

government <strong>in</strong> conjunction with bus<strong>in</strong>ess and labour <strong>for</strong><br />

sectors with high potential <strong>for</strong> growth.<br />

• <strong>The</strong> national priority sectors are:<br />

(i) Industrial sectors: automotive; cloth<strong>in</strong>g, textiles, leather<br />

and footwear; gas, chemicals and plastics; renewables/<br />

green economy; steel and metal fabrication.<br />

(ii) Agriculture and agro-process<strong>in</strong>g.<br />

(iii) M<strong>in</strong><strong>in</strong>g sector: m<strong>in</strong>erals and beneficiation.<br />

(iv) Tourism.<br />

(v) High tech sectors / knowledge-based: digital economy;<br />

ICT and software production; health economy (<strong>in</strong>clud<strong>in</strong>g<br />

pharmaceuticals); defence and aerospace <strong>in</strong>dustry.<br />

(vi) Creative sector: film and television, games (electronic),<br />

music and craft <strong>in</strong>dustries.<br />

(vii) Oceans economy.<br />

• Industrial f<strong>in</strong>anc<strong>in</strong>g support system, <strong>in</strong>clud<strong>in</strong>g the<br />

deployment of conditional <strong>in</strong>centives and assistance from<br />

state-owned development f<strong>in</strong>ance <strong>in</strong>stitutions (DFIs).<br />

• Localisation <strong>in</strong>itiatives, <strong>in</strong>clud<strong>in</strong>g product designations, to<br />

maximise the benefits of public sector procurement <strong>for</strong><br />

the domestic economy.<br />

• Spatial <strong>in</strong>terventions such as special economic<br />

zones (SEZs); the revival of local <strong>in</strong>dustrial parks; the<br />

establishment of bus<strong>in</strong>ess centres, smart youth centres,<br />

<strong>in</strong>cubation hubs and digital hubs; as well as <strong>in</strong>itiatives to<br />

support township and village enterprises.<br />

• SEZs are designated <strong>in</strong> areas set aside <strong>for</strong> targeted<br />

economic activities. <strong>The</strong>se are supported through special<br />

arrangements (<strong>in</strong>clud<strong>in</strong>g legislation) and systems that often<br />

differ from those applicable <strong>in</strong> the rest of <strong>South</strong> <strong>Africa</strong>.<br />

• A wide variety of demand- and supply-side <strong>in</strong>dustrial policy<br />

levers are designed to secure higher levels of <strong>in</strong>vestment<br />

and raise the competitiveness of the productive sectors of<br />

the economy. <strong>The</strong>se <strong>in</strong>clude:<br />

- Developmental trade policies, <strong>in</strong>clud<strong>in</strong>g the technical<br />

<strong>in</strong>frastructure <strong>in</strong>stitutions that support the <strong>in</strong>dustrial ef<strong>for</strong>t;<br />

- Ef<strong>for</strong>ts to stem the tide of illegal imports, work<strong>in</strong>g with<br />

Customs;<br />

- Technology support measures; and<br />

- Competition policy (which addresses anti-competitive<br />

behaviour and lowers barriers to entry).<br />

Industrial f<strong>in</strong>anc<strong>in</strong>g<br />

• Availability of attractive <strong>in</strong>centives (e.g. <strong>in</strong>centives<br />

provided under the Manufactur<strong>in</strong>g Investment<br />

Programme, Automotive Production and Development<br />

Programme, Cloth<strong>in</strong>g and Textiles Competitiveness<br />

Programme, Critical Infrastructure Programme,<br />

Aquaculture Development and Enhancement<br />

Programme).<br />

• Various <strong>in</strong>struments available from a range of stateowned<br />

development f<strong>in</strong>ance <strong>in</strong>stitutions such as the:<br />

- Industrial Development Corporation;<br />

- Development Bank of <strong>South</strong>ern <strong>Africa</strong>; and<br />

- Land Bank.<br />

• Export assistance (e.g. export credit <strong>in</strong>surance, export<br />

market<strong>in</strong>g assistance).
