Its success is proportional to its ability to hide its own mechanisms. —Michel Foucault, The History of Sexuality The Little Ethics I n the middle of the eighteenth century, etiquette (la petite éthique) was unveiled in Lord Chesterfield’s letters to his son as a new form of propriety that was clearly different from its historical antecedents, courtesy and civility. Whereas courtesy had been an economy 59

Hamann of behaviors radiating from the central figure of the Christian God and civility was focused around the European sovereign, etiquette allowed new and diverse practices of propriety to become multiply defined by various distinct aristocratic groups. In addition, despite coming to be known as “the little ethics,” etiquette thoroughly disengaged the norms of propriety from their former foundation in religion and morality. The new secular forms of propriety began to exhibit the apparently more trivial characteristics of class convention and fashion. Today, the multicentered practices of propriety are even more fragmented and contextualized than in Chesterfield’s day, having come to be associated with such diverse concerns as social mobility, international business, the proper rituals and comportment at weddings and wakes, legal and diplomatic protocol, dining behavior, and Internet “netiquette.” Beginning with its birth in the 1700s, etiquette hasn’t so much demanded that one always be one’s proper self, as courtesy and civility once did. Rather, propriety today requires that one have many proper selves at one’s disposal in order to perform them whenever and wherever deemed appropriate. In what sense, then, can any of these selves be considered “proper”? By way of beginning to investigate this question and its possible ethical and political implications, I turn to the work of Michel Foucault. I want to suggest that etiquette or the modern discourses and practices of propriety might usefully be described in terms of what Foucault calls “governmentality,” that is, the complex nexus of (1) the social strategies used for governing populations and (2) the associated tactics deployed by individuals as techniques of self-governance and subjectivization. Any analysis of governmentality must recognize the role played by individual techniques of the self in fulfilling the implicit strategic goals established for the sake of governing a population and maintaining certain relations of power. In this case, the norms of comportment prescribed by etiquette might be viewed as playing a vital tactical role at the more visible end of this bipolar structure of governmentality, the other end being the strategies of social governance that, as Foucault suggests, often remain surreptitious and silent. 1 This would suggest that the apparent “everydayness” of good etiquette might operate as a form of subterfuge that allows behavioral norms and prescriptions to function as an explicit form of socially sanctioned selfgovernance. In other words, the exigencies of propriety are able to perform their subjectivizing work upon individuals in so subtle and
