3. DEVELOPMENT MODEL OF STATE eADM<strong>IN</strong>ISTRATION (EAP)<br />

<strong>IN</strong> THE STATE SPACE<br />

The approach (presented in this paper) towards the identification of the state<br />

eAdministration system development where the system is considered an intelligent<br />

system, is not a totally new concept as there have been attempts in science to define<br />

a management system, including state administration system as a control system<br />

for many years.<br />

In the identification experiments a parametric model - AutoRegressive with<br />

eXogenous input 2 was used. It may be described as follows [Zimmer A., 2006]:<br />

As a result of identification, a parametric model in the form of a th matrix is obtained,<br />

i.e. for the arx model i.a. parameters: na, nb, nc and A(q), B(q), C(q), etc.<br />

4. RESEARCH CONCERN<strong>IN</strong>G EAP SYSTEM DEVELOPMENT<br />

Parametric changes do not interfere with or disturb the state of safe development<br />

of eAdministration system. On the other hand, structural changes result in a<br />

dangerous state of state eAdministration system (EAP) development, the consequence<br />

of which may be a rapid change in the characteristics of size and the values<br />

of variable quantities of the state as well as system inputs and outputs.<br />

The reasons for structural changes may result from the need to introduce new<br />

technologies or the possibility to conduct investment processes (introduce new<br />

generation of computers, printers, software, faxes, etc.). Such structural change<br />

may be a transition from paper state administration into state eAdministration. At<br />

present, introduction of state eAdministration determines new areas of structure<br />

and organization both with respect to functioning of the administration itself and its<br />

relations with nearer and further neighbourhood.<br />

State administration, including national administration is becoming a distributed<br />

eOffice where decisions are made on the basis of electronic systems providing<br />
