DTC means diagnostic trouble code which is a confirmed fault code stored in the OBD<br />
system when it has confirmed that a malfunction exists. The DLC is a five character<br />
alpha-numeric string and indicates the system or component that was identified by the<br />
vehicle’s OBD system as not operating within allowable limits.<br />
Diesel Engine means an engine using a compression ignition thermodynamic cycle.<br />
Emissions Test means all of the procedures required to determine whether a vehicle’s<br />
emission control system is operating within acceptable limits, including any visual or<br />
functional checks.<br />
Emissions Repair means a repair performed on a subject motor vehicle that has failed an<br />
emissions test for the purpose of allowing such vehicle to pass a reinspection.<br />
Emissions Waiver means a waiver of emission inspection standards pursuant to 310<br />
CMR 60.02<br />
EPA means the United States Environmental Protection Agency.<br />
Failed <strong>Vehicle</strong> means a subject vehicle that has had an inspection and which failed the<br />
emissions test, the safety test, or both.<br />
GCWR means gross combined weight rating: the value specified by the manufacturer as<br />
the maximum design loaded weight of a vehicle and an attached trailer.<br />
GVWR means gross vehicle weight rating; the value specified by the manufacturer as the<br />
maximum design loaded weight of a single vehicle.<br />
Heavy Duty Diesel <strong>Vehicle</strong> means a motor vehicle with a GVWR greater than 14,000<br />
pounds, equipped with a diesel engine, and operating on any fuel or combination of fuels.<br />
Heavy Duty Non-Diesel <strong>Vehicle</strong> means a motor vehicle with a GVWR greater than<br />
14,000 pounds, not equipped with a diesel engine, and operating on any fuel, or<br />
combination of fuels.<br />
Initial Inspection means either 1) the first inspection of a vehicle under the Program, or<br />
2) any subsequent inspection where the previous inspection was either passed or the<br />
vehicle received an emissions waiver.<br />
Inspection Station means a business that has received a motor vehicle inspection station<br />
license from RMV and that has executed a standard agreement with the Contractor to<br />
conduct motor vehicle inspections.<br />
Inspection Station Network means the complete system of Inspection Stations and<br />
Motorist Assistance Centers.<br />
