Motorcycle means any motor vehicle having a seat or saddle for the rider that is designed<br />

to travel with no more than three wheels contacting the ground, including any bicycle<br />

with a motor or driving wheels attached.<br />

Motor <strong>Vehicle</strong> means all vehicles as defined in M.G.L. chapter 90, section 1 that are<br />

propelled primarily on land by power other than by muscular power including passenger<br />

vehicles and trucks operating on any fuel type. “Motor <strong>Vehicle</strong>” does not mean railroad<br />

and railway engines or cars, vehicles operated by the system known as trolley motor or<br />

trackless trolley, vehicles designed for off-highway use, or vehicles incapable of a speed<br />

greater than twenty-five miles per hour on a level surface.<br />

Motorized Bicycle means a pedal bicycle which has a motor helper motor, or a nonpedal<br />

bicycle which has a motor, with a cylinder capacity not exceeding fifty cubic<br />

centimeters, an automatic transmission, and which is capable of a maximum speed of no<br />

more than thirty miles per hour. This category of motor vehicles includes vehicles<br />

commonly referred to as mopeds.<br />

Network Control File means a file that resides on the Database and Workstation that is<br />

used to set values for variable parameters that control the inspection.<br />

OBD means On-board Diagnostics which is the electronic system that monitors, detects,<br />

stores, and reports information on the operating conditions of a vehicle’s emission control<br />

system as required by 40 CFR Part 86 or 310 CMR 7.40.<br />

Opacity Test means a measurement of how much light is blocked by the exhaust of a<br />

diesel vehicle.<br />

Quality Assurance means an on-going program designed to discover, correct and<br />

prevent fraud, waste, and abuse and to determine whether inspection procedures are<br />

followed adequately.<br />

Quality Control means an ongoing program to ensure that safety inspection and<br />

emissions inspection equipment is maintained properly and that accuracy is maintained.<br />

PCM means Powertrain Control <strong>Module</strong> which is the electronic control unit on OBD<br />

equipped vehicles that controls and monitors performance of powertrain components<br />

required to be monitored by the OBD system.<br />

Readiness Monitor means the feature of the OBD system that indicates whether the<br />

OBD system has completed a diagnostic routine associated with a monitored component<br />

or System, to determine whether the MIL should be illuminated. The Readiness Monitor<br />

is set to Not Ready before the diagnostic routine has been completed, and is set to Ready<br />

when the diagnostic routine has been completed. If a component or system required to be<br />

monitored by the OBD is not installed on the vehicle, then the Monitor is Unsupported.<br />

RMV means the <strong>Massachusetts</strong> Registry of Motor <strong>Vehicle</strong>s.<br />
