Reinspection means an inspection performed on a vehicle or nonmotorized equipment<br />
which failed its initial inspection.<br />
Remote OBD means technology such as transponders, in-vehicle data collection devices,<br />
self-serve kiosks, or similar methods used to collect and transmit a vehicle’s OBD data.<br />
Registered Repair Facility means a business, which employs a Registered Emissions<br />
Repair Technician for the purposes of performing emissions repairs and registered with<br />
Mass DEP.<br />
Registered Emissions Repair Technician means a person who meets Mass DEP’s<br />
registration requirements for knowledge of how to diagnose and repair emissions test<br />
failures and is registered with Mass DEP.<br />
RPM means engine revolutions per minute.<br />
SAE means the Society of Automotive Engineers.<br />
Safety Test means all of the procedures required to determine whether a vehicle meets<br />
the safety standards established by the RMV.<br />
Subject <strong>Vehicle</strong> means a motor vehicle or nonmotorized equipment required to receive<br />
an inspection pursuant to Mass DEP and RMV regulations.<br />
Tactical Military <strong>Vehicle</strong> means a motor vehicle 1) owned by the U.S. Department of<br />
Defense and/or the U.S. Military services and used in combat, combat support, combat<br />
service support, tactical or relief operations, or training for such operations, and 2) is<br />
excluded from regulation under 40 CFR Part 85, subpart R, section 85.1703, and under<br />
the federal national security exemption, 40 CFR, subpart R, sections 85.1702(a) (2),<br />
85.1704 (b), 85.1708, and 85.1710.<br />
Turn-Away Document means a document created by a workstation and provided to an<br />
operator by an inspection station explaining the reason(s) a particular vehicle may not be<br />
tested.<br />
VIN means <strong>Vehicle</strong> Identification Number which is a unique number assigned to each<br />
vehicle. Typically, this is assigned by the vehicle manufacturer and identifies specific<br />
vehicle characteristics, such as make, model year, engine family, and the particular<br />
vehicle itself. RMV and other agencies, states, or jurisdictions may assign a VIN for<br />
special purposes including, but not limited to, salvaged vehicles of Kit Cars.<br />
VIN Decoder means a software application that decodes the 17 digit standardized VIN to<br />
reveal the vehicle’s model year, manufacturer, model name, engine family, and, for<br />
trucks only, GVWR range.<br />
