4. The vehicle hood, door(s), luggage compartment lid, and engine compartment
hood or lid (if so equipped) do not latch or operate as originally designed.
B. Fenders:
1. Any of the front or rear fenders have been removed on any vehicles manufactured
after the 1949 model year.
2. Tires extend beyond the fenders or body.
3. Tires are not equipped with flaps or suitable splash guards, which prevent spray or
splash to the rear and sides.
4. Sharp edges are present.
C. Floor Pans:
1. The vehicle has any holes or cracks, due to rust or otherwise, in the floor pans or
other body panels, which would permit the passage of exhaust gases into the
passenger or trunk compartments.
D. Fuel Tanks:
1. The fuel tank and all fuel system components, including the fuel cap, are not
securely attached to the vehicle’s body or chassis, or are leaking.
E. Vehicle Frame or Unibody:
1. Any structural part of the undercarriage is broken, cracked, modified, or so
severely rusted so as to cause a hazard.
