The problems subject to the notice include:
• OBD II VIN and vehicle VIN do not match.
• The OBD II system does not communicate.
• No monitors are supported.
The following classes of vehicles are exempt from emissions testing:
• New vehicles for up to one year from the date of initial sale or lease.
• Vehicles operated exclusively by electric power.
• Tactical military vehicles.
• Any vehicle classified as a motorcycle or motorized bicycle.
The vehicle population subject to emissions or safety testing may change in the future
as a result of changes in regulations or statutes.
Inspection Frequency And Fees
Emissions and safety testing will occur every year. The inspection period will begin
on the date of initial inspection, regardless of whether the result of that inspection is a pass or
a fail. The MassDEP and RMV, collectively referred to as “the Agencies,” may also require
additional inspections for purposes of program evaluation and quality assurance. Motorists
that have purchased used vehicles are required to have a safety test and an emissions test
within seven days of purchase to comply with RMV regulations and to preserve their rights
under consumer protection laws.
Inspection stations will charge motorists directly for inspections. The Commonwealth
of Massachusetts, through the Executive Office of Administration and Finance, will set the
inspection fee to be paid by the motorist. The Agencies anticipate that the fee will be uniform
statewide for all passenger vehicles regardless of age. However, vehicles and non-motorized
equipment requiring a Massachusetts commercial vehicle inspection may be subject to a
variable fee, and motorcycles and 7D vehicles may have a separate and distinct fee.
