Non-Commercial<br />
The problems subject to the notice include:<br />
• OBD II VIN and vehicle VIN do not match.<br />
• The OBD II system does not communicate.<br />
• No monitors are supported.<br />
The following classes of vehicles are exempt from emissions testing:<br />
• New vehicles for up to one year from the date of initial sale or lease.<br />
• <strong>Vehicle</strong>s operated exclusively by electric power.<br />
• Tactical military vehicles.<br />
• Any vehicle classified as a motorcycle or motorized bicycle.<br />
The vehicle population subject to emissions or safety testing may change in the future<br />
as a result of changes in regulations or statutes.<br />
Inspection Frequency And Fees<br />
Emissions and safety testing will occur every year. The inspection period will begin<br />
on the date of initial inspection, regardless of whether the result of that inspection is a pass or<br />
a fail. The MassDEP and RMV, collectively referred to as “the Agencies,” may also require<br />
additional inspections for purposes of program evaluation and quality assurance. Motorists<br />
that have purchased used vehicles are required to have a safety test and an emissions test<br />
within seven days of purchase to comply with RMV regulations and to preserve their rights<br />
under consumer protection laws.<br />
Inspection stations will charge motorists directly for inspections. The Commonwealth<br />
of <strong>Massachusetts</strong>, through the Executive Office of Administration and Finance, will set the<br />
inspection fee to be paid by the motorist. The Agencies anticipate that the fee will be uniform<br />
statewide for all passenger vehicles regardless of age. However, vehicles and non-motorized<br />
equipment requiring a <strong>Massachusetts</strong> commercial vehicle inspection may be subject to a<br />
variable fee, and motorcycles and 7D vehicles may have a separate and distinct fee.<br />
