season. The program is a key element in the <strong>Massachusetts</strong> State Implementation Plan (SIP)<br />

to reduce ozone pollution and achieve and maintain clean air.<br />

The safety inspection portion of the program aims to ensure that all motor vehicles<br />

meet minimum safety standards at the time of inspection and are free from defects that would<br />

impair the safe operation of a motor vehicle. The safety inspection includes, but is not limited<br />

to, ensuring that a motor vehicle’s major mechanical components are in safe working order.<br />

Ensuring that a motor vehicle meets minimum safety standards for operation greatly reduces<br />

the risk of personal injury to the operator and the motoring public.<br />

Program Goal<br />

The overall goal of the program is to substantially reduce emissions from motor<br />

vehicles and to ensure their safe mechanical condition in compliance with Commonwealth of<br />

<strong>Massachusetts</strong> requirements. To accomplish this goal, gasoline, alternative fuel, and diesel<br />

vehicles will be subject to annual safety and emissions inspections. The program will deliver<br />

these inspections through a convenient network of local inspection stations.<br />

<strong>Vehicle</strong>s To Be Inspected<br />

All vehicles registered in <strong>Massachusetts</strong> (excluding tactical military vehicles), trailers<br />

over 3,000 Gross <strong>Vehicle</strong> Weight Rating (GVWR), semi-trailers, converter dollies, 7D<br />

vehicles, and motorcycles will be subject to a safety test, regardless of model year or<br />

emissions testing requirements. An existing network of motorcycle inspection stations, which<br />

have separate licensing and training requirements, will provide motorcycle safety inspections.<br />

Most vehicles are subject to the emissions test. The Workstation and database shall<br />

automatically determine whether the vehicle shall receive an emissions test and which type of<br />

emissions test it will receive (OBD II or Diesel Opacity), based on the vehicle data entered.<br />
