bias. Even though the decisi<strong>on</strong> to stay gets more costly if students are required to repay<br />

the loan, still a large number of scholarship recipients stay in Germany. Moreover, the<br />

enforcement of the payback requirement is rather difficult and some students might get<br />

around it.<br />

Because of the similarities to other scholarship organizati<strong>on</strong>s, our analysis is of interest<br />

for other organizati<strong>on</strong>s trying to enhance global development through educati<strong>on</strong>. The<br />

results of our analysis identify feasible c<strong>on</strong>trol levers for the success as measured in terms<br />

of the return rate of such scholarship programs.<br />

Foreign Student Populati<strong>on</strong> in Germany<br />

In this secti<strong>on</strong>, we compare some descriptive statistics for our sample and for the overall<br />

populati<strong>on</strong> of foreign students in Germany for the years 2002, 2003, and 2004. 6<br />

In the overall populati<strong>on</strong> of foreign students, the ratio of women has risen from 47.7 %<br />

in 2002 to 48.9 % in 2004 (see Table 3.1). A similar pattern can be observed in the KAAD<br />

student populati<strong>on</strong>. Here the rise was more pr<strong>on</strong>ounced from 42.4 % in 2002 to 47.3 %<br />

in 2004. This shows that the gap in the ratio of women between the KAAD students and<br />

the overall foreign student populati<strong>on</strong> in Germany has been closing.<br />

The KAAD exclusively supports students from transiti<strong>on</strong> and developing countries.<br />

Am<strong>on</strong>g these countries, China and Poland are clearly the major senders of foreign students<br />

to Germany (see Table 3.7 in the Appendix (Secti<strong>on</strong> 3.7)). These two countries are also<br />

the two major home countries of KAAD scholarship recipients: most KAAD students<br />

come from Poland followed by China. Because of the relatively low number of students<br />
