Cambodia is one of <strong>the</strong> poorest countries in <strong>the</strong> world. The country<br />

has been ravaged by armed confl ict for three decades. Since <strong>the</strong> Paris<br />

peace agreement of 1991, rehabilitation <strong>and</strong> recons-truction forms<br />

<strong>the</strong> main focus of <strong>the</strong> country’s development policies. Development<br />

assistance to <strong>the</strong> country continues to be largely focused on rehabilitation<br />

<strong>and</strong> humanitarian assistance. Recently, <strong>the</strong> country attained<br />

certain achievement in <strong>the</strong> nation’s reconstruction <strong>and</strong> development<br />

process with its move from a low human development index rank of<br />

153 (in 1997) to a medium rank of 121 (in 1999) out of 174 countries.<br />

However, in 2004, it ranked 130 out of 177 countries.<br />

Hazards<br />

The main natural hazard to which Cambodia is exposed is fl oods. O<strong>the</strong>r<br />

natural hazards include occasional typhoons, drought <strong>and</strong> epidemics.<br />

The country is naturally susceptible to annual fl ooding during <strong>the</strong> main<br />

monsoon season along <strong>the</strong> two major watersheds along <strong>the</strong> Tonle Sap
