CONCERN works at all levels of government (village, subdistrict,<br />

district <strong>and</strong> national levels) to develop capacity in<br />

Community-Based Disaster Risk Management (CBDRM).<br />

Project Objective<br />

Principal: To contribute to <strong>the</strong> overall livelihood security<br />

for <strong>the</strong> poorest communities in <strong>the</strong> Lautem District,<br />

Timor Léste, through <strong>the</strong> reduction of vulnerability to<br />

environmental shocks.<br />

Specifi c: By May 2006, <strong>the</strong>re is an increased capacity in<br />

Lautem to appropriately prepare for <strong>and</strong> mitigate against<br />

<strong>disaster</strong>s which impact on livelihood security.<br />

Project Methodology<br />

• Piloting of <strong>disaster</strong> <strong>risk</strong> reduction approaches in<br />

communities identifi ed as particularly vulnerable to<br />

<strong>disaster</strong>s<br />

• Development of competencies <strong>and</strong> institutions at <strong>the</strong><br />

<strong>community</strong>, sub-district <strong>and</strong> district levels<br />

• Enabling of ongoing preparedness<br />

• Mainstreaming into local development plans<br />

• Replication of pilot activities<br />

Project Duration <strong>and</strong> Location<br />

This project runs for 15 months (February 2005 to April<br />

2006) in eight pilot villages of four Lautem sub-districts<br />

including Luro (Lakawa, Wairoke, Afabubo villages), Muro<br />

(Daudere village), Iliomar (Iliomar 1 <strong>and</strong> Iliomar 2 villages)<br />

<strong>and</strong> Tutuala (Mehara <strong>and</strong> Tutual villages).<br />
