MEDIA KIT<br />
Veng. CBFMP relied on a network of Red Cross Volunteers<br />
(RCVs) <strong>and</strong> Cambodian Red Cross (CRC) offi cials at <strong>the</strong><br />
commune, district <strong>and</strong> provincial levels to lead communities<br />
in protecting <strong>the</strong>mselves from <strong>the</strong> impact of fl oods.<br />
Four steps were undertaken to establish <strong>and</strong> sustain an<br />
organizational framework for identifying needs <strong>and</strong> costeffective<br />
mitigation strategies.<br />
1. Selecting Project Sites <strong>and</strong> Volunteers<br />
Red Cross defi ned <strong>the</strong> selection criteria for target<br />
communities <strong>and</strong> RCVs residing at selected<br />
communities.<br />
2. Capacity Building<br />
Volunteers were trained using a curriculum developed<br />
by <strong>the</strong> ADPC that consisted of 4 modules. Additional<br />
support after training was done through regular group<br />
meetings <strong>and</strong> site visits to support <strong>the</strong> RCVs as <strong>the</strong>y<br />
worked in <strong>the</strong>ir respective communities. Later, CRC<br />
replicated its achievements into <strong>the</strong> umbrella program<br />
called Community-Based Disaster Preparedness<br />
Program (CBDP).<br />
3. Community Organizing<br />
Trained RCVs established a village-level Disaster<br />
Management Committees (DMCs) in each targeted<br />
<strong>community</strong>. DMCs were set up for <strong>the</strong> <strong>management</strong><br />
of <strong>the</strong> project. However, many committee members<br />
also carried out <strong>disaster</strong> mitigation <strong>and</strong> preparedness<br />
activities in collaboration with <strong>the</strong> RCVs.<br />
4. Risk Assessment<br />
RCVs were trained to facilitate a mapping exercise in<br />
<strong>the</strong>ir communities to identify hazard-prone areas. The<br />
activity was intended to help <strong>the</strong>m discuss <strong>and</strong> reach<br />
consensus on planning <strong>and</strong> implementing mitigation<br />
