Haze Technical Task Force<br />
The Sixth Meeting of <strong>the</strong> ASEAN Senior Offi cials on <strong>the</strong> Environment<br />
(ASOEN) held in Bali, Indonesia on 20-22 September 1995 agreed to<br />
establish a Haze Technical Task Force to operationalize <strong>and</strong> implement<br />
<strong>the</strong> measures recommended in <strong>the</strong> ASEAN Cooperation Plan on<br />
Transboundary Pollution relating to atmospheric pollution, including <strong>the</strong><br />
following tasks :<br />
• Demarcate critical areas of l<strong>and</strong> <strong>and</strong> forest fi res;<br />
• Identify <strong>the</strong> critical periods for occurrence of smoke haze;<br />
• Develop a system for National Focal Points to alert ASOEN on<br />
impending haze;<br />
• Facilitate proper collection <strong>and</strong> effective dissemination of<br />
meteorological data, including satellite photographs on “hotspots”<br />
by <strong>the</strong> ASEAN Specialized Meteorological Center (ASMC) <strong>and</strong> <strong>the</strong><br />
countries concerned;<br />
• Develop proper monitoring system on actions taken on <strong>the</strong> ground<br />
to fi ght <strong>and</strong> contain l<strong>and</strong> <strong>and</strong> forest fi res; <strong>and</strong><br />
• Monitor <strong>and</strong> report on status of projects relating to <strong>the</strong> <strong>management</strong><br />
<strong>and</strong> control of transboundary haze pollution involving international<br />
organizations <strong>and</strong> developed countries.<br />
The Haze Technical Task Force consists of senior offi cials from <strong>the</strong> 10<br />
ASEAN Member Countries. It meets regularly to review <strong>the</strong> progress<br />
of <strong>the</strong> Regional Haze Action Plan. The Regional Haze Action plan<br />
(RHAP) outlines an overall framework for guiding <strong>the</strong> process of<br />
streng<strong>the</strong>ning <strong>the</strong> region’s capacity to address its transboundary haze<br />
pollution problem. The RHAP has three major components: prevention,<br />
mitigation <strong>and</strong> monitoring. Its primary objectives are to:<br />
• Prevent forest <strong>and</strong> l<strong>and</strong> fi res through better <strong>management</strong> policies<br />
<strong>and</strong> enforcement<br />
• Establish operational mechanisms to monitor forest <strong>and</strong> l<strong>and</strong> fi res<br />
• Streng<strong>the</strong>n regional l<strong>and</strong> <strong>and</strong> forest fi refi ghting capability with o<strong>the</strong>r<br />
mitigation measures<br />
