These organizations function on a regional level <strong>and</strong> among<br />

governments to promote <strong>and</strong> enhance <strong>disaster</strong> <strong>risk</strong> <strong>management</strong> in<br />

<strong>the</strong> region.<br />

The Mekong River Commission (MRC)<br />

The Mekong River Commission (MRC) was established on 5 April 1992.<br />

The MRC member countries are Cambodia, Lao PDR, Thail<strong>and</strong> <strong>and</strong><br />

Vietnam. MRC maintains regular dialogue with <strong>the</strong> two upper states of<br />

<strong>the</strong> Mekong River Basin, China <strong>and</strong> Myanmar.<br />

The MRC member countries agree to co-operate in all fi elds of<br />

sustainable development, utilization, <strong>management</strong> <strong>and</strong> conservation<br />

of <strong>the</strong> water <strong>and</strong> related resources of <strong>the</strong> Mekong River Basin, such<br />

as navigation, fl ood control, fi sheries, agriculture, hydropower <strong>and</strong><br />

environmental protection.<br />

The MRC Secretariat is <strong>the</strong> operational arm of <strong>the</strong> MRC. It provides<br />

technical <strong>and</strong> administrative services to <strong>the</strong> Council <strong>and</strong> <strong>the</strong> Joint<br />

Committee. Under <strong>the</strong> supervision of <strong>the</strong> Joint Committee, <strong>the</strong> Chief<br />

Executive Offi cer is responsible for <strong>the</strong> day-to-day operations of more<br />

than 100 professional <strong>and</strong> general support staff. The main counterparts<br />

for MRC activities in <strong>the</strong> four member countries are <strong>the</strong> National Mekong<br />

Committees (NMCs).<br />

MRC Program on Disaster Preparedness<br />

Flood Management <strong>and</strong> Mitigation Program<br />

The Flood Management <strong>and</strong> Mitigation Program is a rolling program that<br />

commenced operation in January 2005 <strong>and</strong> is funded with a total value<br />

of around US$20 million. At <strong>the</strong> heart of <strong>the</strong> program is a Regional Flood<br />

Center, which provides technical <strong>and</strong> coordination services to <strong>the</strong> four<br />
