In Indonesia <strong>the</strong>re is a proverb that says “better to prepare,<br />

than regret later,” which echoes <strong>the</strong> English saying of<br />

“prevention is better than cure.” These maxims should be<br />

adhered to when dealing with natural <strong>disaster</strong>s.<br />

If we know that <strong>the</strong>re is <strong>the</strong> possibility of a <strong>disaster</strong> in<br />

<strong>the</strong> area where we live, it would be most prudent if we<br />

took action to prevent it, or at least to reduce its impact.<br />

Disaster <strong>management</strong> is no longer only about responding<br />

after a <strong>disaster</strong> has occurred, but also involves conducting<br />

prevention <strong>and</strong> <strong>risk</strong> mitigation initiatives, known as <strong>disaster</strong><br />

preparedness.<br />
