Vietnam is a long, narrow country, with major urban centers in <strong>the</strong><br />

North (Hanoi) <strong>and</strong> in <strong>the</strong> South (Ho Chi Minh City). The central region<br />

is relatively less developed. Since <strong>the</strong> establishment of a policy of<br />

economic openness in<br />

1988, <strong>the</strong> country has<br />

been going through<br />

a rapid <strong>and</strong> profound<br />

economic transition.<br />

There are indications<br />

that <strong>the</strong> rapid economic<br />

development tends to<br />

increase disparities<br />

between urban <strong>and</strong><br />

rural communities, <strong>and</strong><br />

<strong>the</strong> government has<br />

established policies<br />

to reduce this effect.<br />

environmental cooperation, assistance to NGOs <strong>and</strong> EU investment<br />

Hazards<br />

Because of its geographical location, Vietnam is most prone to typhoons,<br />

fl oods, storms <strong>and</strong> salinity intrusions. Typhoons, with a l<strong>and</strong>fall average<br />

of four to six per year, raise sea levels by many meters <strong>and</strong> send storm<br />

surges up estuaries to inundate valuable cropl<strong>and</strong>s. These typhoon<br />

rains, when added to rising river levels (already high because of <strong>the</strong><br />
