considers it fair to say that the popular election of judges AA-ould have
more to defend it if the judges had done as Avell as Judge Williams has
done since his election to the bench. He is possessed of a high sense of
honor and has SIIOAVII a desire to dispose of the business of the court
Avith some degree of promptness Avhich is a neAV sensation to the laAvyers
of this bar. He has SIIOAVII courtesy and consideration to clients and
their attorneys and there is no reason IIOAV apparent why his career as
judge should not he equally as high as that of any of the judges who
haA'e sat on the bench during the residence of the author in Ihis county.

Cyrus B. Winters, since 1906 Erie County's representative in the LoAver
House of the General Assembly of Ohio. Judge Winters has been a
member of the Ohio bar for thirty-three years and has lived and practiced
in Erie County for thirty-one years. He was educated in the
common schools and at the normal school at Milan, where he studied
under Prof. Samuel F. NeAvman.
Representative Winters was first nominated for this office as a democrat
in 1905. During his second term he Avas the democratic floor leader
of the House and distinguished himself by supporting all of the progressive
measures proposed, maiiy of Avhich Avere enacted into huvs. For this
attitude on labor measures he received the voluntary endorsement of the
Ohio Federation of Labor and the Brotherhood of Locomotive Engineers.
TAVO years ago Representative Winters Avas again nominated and
elected representative. He became the author of the public utilities bill
Avhich passed. Under this measure all public utilities are regulated and
controlled by a state commission. Representative Winters is the author
of many other measures Avhich have since been enacted into laAvs.
On his arrival in Erie County Mr. Winters AA'as almost immediately
elected prosecuting attorney and served tAvo terms. He later served
the people of Sandusky to their satisfaction as justice of the peace. He
has never received the popular credit for legal ability to Avhich he isentitled.
In this respect his turning aside from laAV into politics has
undoubtedly injured him. He is still young and if he deA'otes his attention
to his profession may repair the injuries to liis practice due to his
absence from the county while in the Legislature for four terms.
