1912 fue un momento <strong>de</strong> apogeo <strong>de</strong> <strong>la</strong> industria <strong>de</strong>l salitre. Funcionaban 170 oficinassalitreras, que empleaban el sistema Shanks, que requería abundante mano <strong>de</strong> obra.Laboraban cerca <strong>de</strong> 50 mil obreros, que aportaban el 52% <strong>de</strong> <strong>los</strong> ingresos ordinarios <strong>de</strong>lpaís. El Norte Gran<strong>de</strong>, especialmente <strong>la</strong> región <strong>de</strong> Tarapacá, bullía en actividad.Fue en ese escenario en que nació el Partido Comunista <strong>de</strong> Chile. El 4 <strong>de</strong> junio <strong>de</strong> 1912 sereunieron alre<strong>de</strong>dor <strong>de</strong> treinta personas en el local <strong>de</strong> El Despertar <strong>de</strong> <strong>los</strong> Trabajadores, en<strong>la</strong> calle Barros Arana Nº 9 <strong>de</strong> Iquique.La proposición <strong>de</strong> <strong>Recabarren</strong> <strong>de</strong> constituir una nueva entidad política fue aprobada porunanimidad. Por mayoría, se acordó l<strong>la</strong>marle Partido Obrero Socialista (por entonces todos<strong>los</strong> partidos revolucionarios <strong>de</strong> <strong>la</strong> tierra se <strong>de</strong>nominaban socialistas o social<strong>de</strong>mócratas).En el Acta Oficial <strong>de</strong> esa histórica reunión, publicada en El Despertar <strong>de</strong> <strong>los</strong> Trabajadores,con fecha 6 <strong>de</strong> junio <strong>de</strong> 1912, se mencionaron 27 nombres y a continuación <strong>de</strong> <strong>la</strong> lista seañadía “y otros amigos”. Entre <strong>los</strong> 27 fundadores estaban: <strong>Luis</strong> <strong>Emilio</strong> <strong>Recabarren</strong>, sumedio hermano Néstor <strong>Recabarren</strong>, Elías Lafertte, el ecuatoriano David Barnes, el españolE. Aguirre Bretón y Teresa Flores, <strong>la</strong> única mujer que tomó parte en <strong>la</strong> fundación <strong>de</strong>lPartido Comunista.Ese mismo día 4 <strong>de</strong> junio, se creó el PC en <strong>la</strong> oficina salitrera Abra. Casi simultáneamentesurgió en Punta Arenas. Poco <strong>de</strong>spués nacieron <strong>la</strong>s secciones <strong>de</strong> Tocopil<strong>la</strong>, Antofagasta yTaltal. Algo más tar<strong>de</strong>, <strong>la</strong>s <strong>de</strong> Valparaíso, Santiago, Concepción, zona <strong>de</strong>l carbón y <strong>de</strong> otrasciuda<strong>de</strong>s.82
En un informe que <strong>Recabarren</strong> envió al Comité <strong>de</strong> <strong>la</strong> Segunda Internacional, con fecha 10<strong>de</strong> febrero <strong>de</strong> 1913 y titu<strong>la</strong>do “Labor Obrera en Tarapacá”, escribió: “En el mes junio <strong>de</strong>1912, 22 secciones <strong>de</strong>l Partido Demócrata se transformaron en Partido Obrero Socialista ycontinúan una marcha regu<strong>la</strong>r, <strong>de</strong>s<strong>de</strong> el punto <strong>de</strong> vista orgánico político”.Las 22 secciones mencionadas por <strong>Recabarren</strong> eran: Iquique, Centro Lagunas, Gloria,Primitiva, San Pablo, Argentina, Alianza, Rosario <strong>de</strong> Huara, Ca<strong>la</strong> Ca<strong>la</strong>, Cholita, Barcelona,Ramírez, Bel<strong>la</strong>vista, Amelia, Abra, Jazpampa, Pan <strong>de</strong> Azúcar, Agua Santa, San Lorenzo,San Remigio, Pozo Almonte y Pisagua.Al iniciarse 1912, junto al gran movimiento que significaba el auge <strong>de</strong> <strong>la</strong> industria <strong>de</strong>lnitrato, Tarapacá vivía aún con el recuerdo y <strong>la</strong>s hondas cicatrices <strong>de</strong>jadas por <strong>la</strong> masacre<strong>de</strong> <strong>la</strong> Escue<strong>la</strong> Santa María. En el año 1912 –como sostenía <strong>Recabarren</strong> en el ya citadoInforme a <strong>la</strong> Segunda Internacional- “el espíritu obrero muy <strong>de</strong>caído por <strong>la</strong> cruel matanzaen <strong>la</strong> huelga <strong>de</strong> 1907, recién empieza a reanimarse”.En el Primer Programa <strong>de</strong>l PC <strong>de</strong> Chile, redactado por <strong>Recabarren</strong> y publicado en 1912, seencuentran varios conceptos que coinci<strong>de</strong>n con <strong>los</strong> p<strong>la</strong>nteamientos hechos por Marx yEngels en el Manifiesto <strong>de</strong>l Partido Comunista, publicado por primera vez en Londres el24 <strong>de</strong> febrero <strong>de</strong> 1848.
