L’activité de la mission Europe L’activité de veille Plusieurs débats structurants ont eu lieu en <strong>2011</strong> au plan européen : - <strong>Le</strong> changement climatique, la biodiversité et l’utilisation des ressources sont toujours les défis environnementaux majeurs. L’année <strong>2011</strong> a été marquée par les travaux sur le 7 ème Programme d’action pour l’Environnement, l’intégration <strong>du</strong> thème de l’efficacité des ressources dans le Semestre européen et l’adoption de la Stratégie pour la biodiversité. Sont également à noter la sortie de la feuille de route à 2050 pour une économie à faibles émissions de carbone et la participation de l’UE aux négociations internationales sur la lutte contre le changement climatique (conférence de Durban). - Dans le domaine des transports, le Livre blanc sur l’avenir des transports à l’horizon de 2030 et 2050 a fixé un cadre aux débats concernant notamment l’avenir <strong>du</strong> réseau RTE-T, le report modal, l’internalisation des coûts externes, les émissions de gaz à effet de serre dans le maritime et dans l’aérien, la libéralisation <strong>du</strong> ferroviaire, les grands bassins maritimes, la planification spatiale en mer et la gestion intégrée des zones côtières, la politique maritime intégrée, sans oublier la réalisation <strong>du</strong> ciel unique, le programme SESAR et les deux programmes phares Galileo et Egnos. Cette actualité a fait l’objet d’une veille quotidienne et a donné lieu chaque fois que nécessaire à une analyse juridique. L’activité de veille a porté sur le programme de travail de la Commission, <strong>du</strong> Conseil et <strong>du</strong> Parlement européen, mais également de la Cour de justice de l’Union et des structures techniques comme les agences, Eurostat et même Eurobaromètre, dont les enquêtes et analyses, notamment sur le développement <strong>du</strong>rable, sont très suivies par les membres <strong>du</strong> <strong>CGEDD</strong>. <strong>Le</strong>s conférences Des manifestations conjointes – associant les vice-présidents des corps d’inspection de l’Agriculture, des Affaires étrangères, des Finances, de l’In<strong>du</strong>strie et de l’Intérieur – ont permis d’accueillir le commissaire européen M. Michel BARNIER et M. Pierre VIMONT, secrétaire général exécutif <strong>du</strong> service européen pour l’Action extérieure. - Dans son intervention placée sous le thème de « l’Europe au service de la croissance », le commissaire s’est attaché à exposer le caractère incontournable de la construction européenne : « une nécessité vitale pour qui veut défendre la France et relever le défi de la croissance ». - La conférence de M. Vimont – que les hasards <strong>du</strong> calendrier ont placé en pleine tourmente boursière et financière – était consacrée au positionnement de l’Union européenne sur la scène internationale. Volontairement rassurant sur la pérennité de la construction européenne (« L’Europe demeure porteuse d’espoir si nous savons la faire avancer dans le bon sens. C’est une affaire de volonté et de cohérence entre les états membres »), M. Vimont a exposé les atouts de la politique étrangère européenne, dont la valeur propre est pleinement reconnue, a-t-il souligné, par nos partenaires internationaux. Pour les conférences dites « techniques », la mission Europe s’associe avec d’autres structures <strong>du</strong> conseil. On peut mentionner à ce titre la conférence sur le projet d’un Plan pour l’efficacité énergétique et celle sur la sécurité dans les trois modes : maritime, aérien et ferroviaire. - <strong>Le</strong> Plan pour l’efficacité énergétique était présenté par M. S. Furfari, conseiller <strong>du</strong> directeur général de l’Énergie à la Commission européenne. <strong>Le</strong>s pratiques et les comportements des usagers ont enfin acquis leur lettre de noblesse au plan européen. La Commission préconise une action vigoureuse pour économiser l’énergie dans les bâtiments, par les ménages et par les entreprises. Une initiative législative – qui inclut la révision de la directive sur les services énergétiques et celle sur la cogénération – a été annoncée lors de cette conférence, elle a été fortement proposée par la Commission en juin <strong>2011</strong>. - <strong>Le</strong> dossier de la sécurité dans les transports était exposé par trois chefs d’unité de la Commission, M. J.-L. Colson pour le maritime, Mme O. Koumartsioti pour l’aérien et M. P. Grillo pour le ferroviaire. Au delà de l’objectif commun visant un haut niveau de sécurité et des pratiques convergentes dans les états membres, l’acquis européen reste marqué par les spécificités et l’histoire de chaque mode. La sécurité aérienne, étroitement associée à l’action publique de l’État, privilégie en amont la certification et, en aval, le monitoring et le contrôle des appareils, des systèmes et des personnels. La tendance actuelle est à l’élargissement de ce champ d’action aux aéroports et au contrôle aérien. En sécurité maritime, domaine aux traditions affirmées, l’Europe cherche à ne pas s’écarter <strong>du</strong> droit international tout en prenant des initiatives dans la lutte contre la pollution, compte tenu de l’exposition très forte des côtes européennes. Enfin, la sécurité ferroviaire, héritée de systèmes nationaux cloisonnés, vise prioritairement la réalisation de l’interopérabilité en se concentrant sur les véhicules, les signalisations et la formation des con<strong>du</strong>cteurs. 68 Europe
