PROMOZIONE FIRENZE n.1, gennaio/giugno 2008 67 associazioni, e nei paesi di orig<strong>in</strong>e, favoriscono il mantenimento dei rapporti tra migranti e non migranti, esprimendo la volontà degli espatriati di non recidere i legami con la comunità d’orig<strong>in</strong>e ma di sentire di farne parte e di volere collaborare al suo sviluppo <strong>in</strong> prima persona. Le rimesse imprenditoriali, parallelamente, promuovono un migliore <strong>in</strong>serimento nei contesti di dest<strong>in</strong>azione e favoriscono anche la visibilità degli imprenditori transnazionali nei confronti delle istituzioni dei paesi di orig<strong>in</strong>e. In un possibile scenario futuro sarebbe utile promuovere un partenariato pubblico-privato al f<strong>in</strong>e di co<strong>in</strong>volgere le istituzioni pubbliche nel supporto alle <strong>in</strong>iziative di solidarietà delle comunità dei migranti (rimesse collettive). Ciò favorirebbe gli effetti positivi delle rimesse, oltre che creare l’occasione positiva per pensare e predisporre, con l’apporto del sistema bancario, condizioni privilegiate per il trasferimento di risorse che possono avere un forte impatto per lo sviluppo dei paesi di orig<strong>in</strong>e. Naturalmente, non bisogna credere che le rimesse contribuiscano automaticamente agli <strong>in</strong>vestimenti ed alla crescita, dal momento che “il pieno sviluppo del potenziale delle rimesse richiede azioni concertate tra i maggiori soggetti, associazioni di migranti, settore privato e governi” (Bimal Ghosh, 2005). <strong>La</strong> ricerca-azione <strong>in</strong> atto mira a promuovere a vari livelli il protagonismo delle comunità migranti all’estero quali catalizzatori d’impegni e risorse per lo sviluppo che possono <strong>in</strong>cidere positivamente sulle relazioni tra paesi. Abbiamo richiamato le ragioni per le quali le <strong>in</strong>iziative promosse e realizzate con l’impulso e la partecipazione da parte dei migranti potrebbero avere maggiore impatto rispetto ai programmi nei quali questi non rivestono alcun ruolo. I migranti possono rappresentare, <strong>in</strong> ultima analisi, gli attori chiave di una nuova cooperazione <strong>in</strong>ternazionale.
