ABSTRACTSABSTRACTS“Een analyse van de noodzakelijke voorwaarden om indicatoren beleidsanalytischte gebruiken in het kader van de Belgische Nationale Actieplannen SocialeInsluiting”door Sarah Carpentier, Bea Cantillon, Karel Van den Bosch en Gerlinde VerbistDe (Laken)indicatoren worden nauwelijks gebruikt voor beleidsontwikkeling in hetkader van de Nationale Actieplannen Sociale Insluiting. Deze bijdrage onderzoekt opbasis van de Nationale Actieplannen 2001-2003 en 2003-2005 wat de noodzakelijkevoorwaarden zijn inzake kennis en instrumenten en inzake organisatie in het federaleBelgië om de indicatoren als insteek voor beleidsontwikkeling te gebruiken. Deauteurs beargumenteren dat een geïntegreerde rapporteringstrategie op Belgischniveau naar het beeld van de OMC Sociale Insluiting aangewezen is. Ook de verdereuitbouw en verfijning van kennis en instrumenten is nodig op het vlak van dataverzameling,analyse van de indicatoren, streefdoelbepaling, beleidsevaluatie, beslissingsondersteuningen het bepalen van goede praktijken. Based on the National Action Plans 2001-2003 and 2003-2005, this contribution examines what the necessary conditions areas regards knowledge and instruments and organisation in federal Belgium in orderto use the indicators as a point of departure for policy development. The authorsargue that an integrated reporting strategy at Belgian level in line with the OCM(Open Coordination Method) Social Inclusion is the appropriate method. The furtherdevelopment and fine-tuning of knowledge and instruments is required in the field ofdata collection, the analysis of the indicators, the setting of targets, policy evaluation,decision support and the determination of best practices. The researchers feel that itis advisable to give priority to investments in monitoring and policy evaluation.** *473
