Die tierboskat wat Keimoes op hol gehad het, sit hier nog op Bray‟s Spar se dak waar hy die eerste keer gewaar is. Bo is hy veilig in die hok nadat hy ná ‟n groot gesukkel gevang is. Foto: verskaf Tierboskat maak hom tuis op Keimoes-dak KEIMOES. – Dit was groot konsternasie hier toe ‟n tierboskat hom eers op die dak van ‟n supermark tuisgemaak en toe na die aangrensende klerewinkel se dak gevlug het. ‟n Werker wat gehelp het om herstelwerk aan ‟n waterpyp op die klerewinkel se dak te doen, het hom boeglam geskrik toe die tierboskat hier digby hom grom toe hy vermoedelik te na aan hom getrap het. Selfs mnr. Roy Olyn, burgemeester, was op die winkel se dak om te kyk hoe bontgestaan word om ta te vang. Mnr. John Bray, eienaar van Bray‟s Spar in Keimoes se hoofstraat, sê die drama het begin toe ‟n veiligheidswag, mnr. Shorty Phutang, verlede Woensdag om 04:00 die paniekknoppie gedruk het nadat hy onraad gemerk het. Bray en die polisie was blitsig op die toneel. Die opwinding was groot toe hulle die tierboskat op die winkel se dak gewaar. Die departement van natuurbewaring is om 08:00 gekontak. Amptenare het ‟n hok gebring, maar kon weens ander verpligtinge nie help om die kat aan te keer nie. Van die tierboskat was daar in elk geval toe geen teken meer nie. Groot vernuf moes aan die dag gelê word om met die kat paal en lusse te vang en op te hys.Terwyl nuuskieriges toegekyk het, is die tierboskat uiteindelik ná ‟n lang gesukkel teen die middag gevang, en onder polisie-begeleiding in die veld vrygelaat. Waar die tierboskat vandaan kom, is ‟n duister saak. Bray sê die kat is redelik mak. Dit kan dalk wees dat iemand die kat iewers heen vervoer het, ‟n padversperring teëgekom het, en die dier losgelaat het. Mev. Henriëtte Engelbrecht, bemarkings- en kommunikasiebestuurder van die SANParke se ariede streek, sê sy vermoed ook dit moet ‟n mak kat wees. New Mental Hospital - taxpayers are not cash cows While the Democratic Alliance is pleased that construction on the long overdue mental hospital has finally resumed, we are sick and tired of a lack of transparency regarding the whole saga and remain adamant that those responsible for the related financial wastage must pay, and not the taxpayer. There can be no denying that the Northern Cape is desperately in need of a new mental hospital. Up until now, the province‟s lack of seriousness about mental health has been marked by government‟s inability to integrate mental health into the primary health care system; the little that is being done to lure mental health professionals to the province and train adequate numbers of health professionals on psychological services; as well as little to no collaboration between departments when it comes to mental health. We thus hope that by resuming construction on this hospital, the province will turn over a new leaf with regards to prioritizing mental health and we will watch closely to see whether the new 24 month deadline is actually met. This said, we remain concerned about the costs involved to complete the hospital. The required budget seems uncertain and now appears to have jumped into the billions. According to the Auditor General‟s report of August 2011, the cost of the project had escalated from R290 million to R354,4 million by 2010 and the report stated that a further estimated R53 million was still needed to finish the project. During a visit to the province by the National Council of Province‟s committee on finance in January this year, however, it came to light that a further R650 million would be required to complete the facility after R420 million had already been spent. The big question then is who is going to foot this bill? It was the past succession of MEC‟s and HOD‟s who failed to act decisively on this matter, and cost the province millions, so why should taxpayers have to fork out more money? It is the DA‟s view that all decision makers should be made to take responsibility by having them stand as surety. In order to ensure that the true extent of the infrastructural bungle that is the mental hospital does not get covered up, the DA intends to pass a motion in the House that the Auditor General‟s damning report on Infrastructure, as well as the as yet unseen report by Gobodo Consulting, get presented to the portfolio committee, and debated. Transparency and accountability must prevail. The DA is sick and tired of MEC‟s pretending that everything is ok, when clearly it is not. We are not cash cows and should not have to fork out money for MEC‟s who did not do their job! NAMAKWA DISTRIKSMUNISIPALITEIT VEREER SKOLE VIR PRESTASIES Isaac Cloete Die Namakwa Distriks Munisipaliteit op Springbok het onlangs weer sy verbintenis tot gehalte onderwys gedemomstreer deur die streek se top skole te vereeer tydens „n funksie te Concordia. Op hierdie wyse het die harde werk van die ses substreke binne die Namakwa Distriks Munisipaliteit (NDM) nie ongesiens verby gegaan nie, want die Namakwa streek was weer die beste in die Noord-Kaap, wat slaagpersentasie betref. Volgens, me. Madeleinne Brandt, munisipale bestuurder van die NDM, was die doel van die byeenkoms om enersyds die vyf topskole te bedank vir hul uitstekende prestasies en andersyds om daardie skole te motiveer wat nie na wense gepresteer het nie. Verskeie sprekers het kans gekry om hul uit te spreek oor die onderwys binne die NDM.So byvoorbeeld het mnr. Danna Boyce, kampushoof van die Namakwaland Kampus op Okiep, uitgewei oor die vaktoetssentrum wat volgende jaar in bedryf gaan kom. Hy het „n beroep op veral hoofde gedoen om te help met leerders se vakkeuses in gr.9.Hy die Kampus beskou as „n verlengstuk van die hoërskole en gepleit dat daar saam gewerk moet word. Met verwysende na die matriekuitsale van 2011 het mnr Christo Cloete (kringbestuurder) gesê dat die Dep. van Onderwys 2012 beskou as “Die jaar van vasvat.” Hy het hom sterk uitgespreek teenoor skole waar dissipline nie sigbaar is nie.“Die departement het slaagteikens, maar ook vakteikens gestel, daarom moet ons as onderwysvennote hande vat om dit te bereik.” Cloete het ten slotte gesê dat die dep „n beduidende verbetering verwag in 2012 se uitslae en niks minder nie. Die speaker van die NDM, mnr Bently Vass, was die gasspreker.Hy het sy trots en dankbaarheid uitgespreek teenoor alle rolspelers soos die ouers, beheerrade, opvoeders en departementele amptenare vir die pragtige uitslae in die Namakwa distrik. “Leerders moet laat verstaan word dat dissiplines soos, Wiskunde, Wetenskap en Kuns hul rigtings moet wees, want „n nuwe hoofstuk het vir ons almal begin.” Vass het ook versoek dat ons ten minste moet probeer om mekaar se taal, kultuur en verlede te verstaan soda t ons die streek se onderwyspeil kan verbeter. Voor die uitvoerende burgemeester van die NDM, mnr. Frank van den Heever, gehelp het met die oorhandiging van die trofees en sertifikate het hy nog goeie nuus aangekondig. “Die NDM gaan vyf leerders van die vyf top skole borg om die winterskool van Die Burger in Junie-maand by te gaan woon. Verdienstelikheid in die Junieeksamen gaan die enigste kriteria wees.” Die vyf top skole vir 2011: 1. Hoërskool Namakwaland; 2. Frazenburg Gekombineerde Hoërskool; 3. Concordia Sekondêre Skool; 4. Steinkopf Sekondêre Skool en 5. Hoërskool Calvinia 1 ste: Hoërskool Namakwaland 3 de: Concordia Sekondêre Skool 4 de: Steinkopf Sekondêre Skool Child rape a very serious problem 19 The Democratic Alliance is up in arms about the ongoing scourge of rape in the Northern Cape. This is in response to a media report on a series of child rapes. I will thus today be resubmitting a parliamentary question on when the provincial anti-rape strategy will be presented to the legislature. This comes after I passed a motion in the house last year that it should be presented and debated as a matter of urgency. We are, however, still waiting! It is estimated that nationally around 30 000 children per year are victims of sexual abuse. This is a clear indication that the ANC is failing to protect our children both nationally and provincially. Other examples include: the establishment of a Child Protection Register, which is intended to protect children from sex offenders, but contains only 22 names and cost R1,8 million to develop; the Department of Social Development has thus kept a dismal record of convictions for sexual offences against children under the age of 16. The above is in direct contravention of section 114 of the Children‟s Act. Furthermore, on a national scale there are 33 391 cases awaiting investigation by social workers. The department needs to do a comprehensive analysis of why this shortage of social workers exists, and it needs to come up with a long-term solution. This should include making it a priority to retain qualified social workers and incentivizing people to consider social work as a career. In our province it will also entail changing the department‟s funding model, as more money is needed to properly fund formal NGO‟s, so that they can pay professional fees to social workers. In our province, the DA further believes that part of the reason that there remains minimal impact on the occurrence of rape is that existing programmes and projects across departments are not monitored and evaluated. It is precisely for this reason that we suggested the establishment of a violence prevention hub last year – an entity that will provide professional services to women and children affected by violence by integrating what exists but also moving beyond into the fields of rehabilitation, support for both victims and offenders and engaging in the concepts of femininity and masculinity. We also suggested that a crucial component ought to be supervision and monitoring and evaluation of existing activities. Last but not least, is the matter of the still outstanding provincial Anti-Rape Strategy. How many children still have to be raped before we stop planning and start taking action?
