Die Namakwa Distriks Munisipaliteit op Springbok het onlangs weer sy<br />

verbintenis tot gehalte onderwys gedemomstreer deur die streek se top<br />

skole te vereeer tydens „n funksie te Concordia.<br />

Op <strong>hierdie</strong> wyse het die harde werk van die ses substreke binne die Namakwa<br />

Distriks Munisipaliteit (NDM) nie ongesiens verby gegaan nie, want die<br />

Namakwa streek was weer die beste in die Noord-Kaap, wat slaagpersentasie<br />

betref.<br />

Volgens, me. Madeleinne Brandt, munisipale bestuurder van die NDM, was die<br />

doel van die byeenkoms om enersyds die vyf topskole te bedank vir hul<br />

uitstekende prestasies en andersyds om daardie skole te motiveer wat nie na<br />

wense gepresteer het nie.<br />

Verskeie sprekers het kans gekry om hul uit te spreek oor die onderwys binne<br />

die NDM.So byvoorbeeld het mnr. Danna Boyce, kampushoof van die<br />

Namakwaland Kampus op Okiep, uitgewei oor die vaktoetssentrum wat<br />

volgende jaar in bedryf gaan kom.<br />

Hy het „n beroep op veral hoofde gedoen om te help met leerders se<br />

vakkeuses in gr.9.Hy die Kampus beskou as „n verlengstuk van die hoërskole<br />

en gepleit dat daar saam gewerk moet word.<br />

Met verwysende na die matriekuitsale van 2011 het mnr Christo Cloete<br />

(kringbestuurder) gesê dat die Dep. van Onderwys 2012 beskou as “Die jaar<br />

van vasvat.” Hy het hom sterk uitgespreek teenoor skole waar dissipline nie<br />

sigbaar is nie.“Die departement het slaagteikens, maar ook vakteikens gestel,<br />

daarom moet ons as onderwysvennote hande vat om dit te bereik.”<br />

Cloete het ten slotte gesê dat die dep „n beduidende verbetering verwag in<br />

2012 se uitslae en niks minder nie.<br />

Die speaker van die NDM, mnr Bently Vass, was die gasspreker.Hy het sy<br />

trots en dankbaarheid uitgespreek teenoor alle rolspelers soos die ouers,<br />

beheerrade, opvoeders en departementele amptenare vir die pragtige uitslae<br />

in die Namakwa distrik.<br />

“Leerders moet laat verstaan word dat dissiplines soos, Wiskunde, Wetenskap<br />

en Kuns hul rigtings moet wees, want „n nuwe hoofstuk het vir ons almal<br />

begin.”<br />

Vass het ook versoek dat ons ten minste moet probeer om mekaar se taal,<br />

kultuur en verlede te verstaan soda t ons die streek se onderwyspeil kan<br />

verbeter.<br />

Voor die uitvoerende burgemeester van die NDM, mnr. Frank van den Heever,<br />

gehelp het met die oorhandiging van die trofees en sertifikate het hy nog goeie<br />

nuus aangekondig.<br />

“Die NDM gaan vyf leerders van die vyf top skole borg om die winterskool van<br />

Die Burger in Junie-maand by te gaan woon. Verdienstelikheid in die Junieeksamen<br />

gaan die enigste kriteria wees.”<br />

Die vyf top skole vir 2011:<br />

1. Hoërskool Namakwaland;<br />

2. Frazenburg Gekombineerde Hoërskool;<br />

3. Concordia Sekondêre Skool;<br />

4. Steinkopf Sekondêre Skool en<br />

5. Hoërskool Calvinia<br />

Child rape a very serious problem<br />

The Democratic Alliance is up in arms about the ongoing<br />

scourge of rape in the Northern Cape. This is in response to a<br />

media report on a series of child rapes. I will thus today be<br />

resubmitting a parliamentary question on when the provincial<br />

anti-rape strategy will be presented to the legislature. This<br />

comes after I passed a motion in the house last year that it<br />

should be presented and debated as a matter of urgency. We<br />

are, however, still waiting!<br />

It is estimated that nationally around 30 000 children per year<br />

are victims of sexual abuse. This is a clear indication that the<br />

ANC is failing to protect our children both nationally and<br />

provincially. Other examples include: the establishment of a<br />

Child Protection Register, which is intended to protect children<br />

from sex offenders, but contains only 22 names and cost R1,8<br />

million to develop; the Department of Social Development has<br />

thus kept a dismal record of convictions for sexual offences<br />

against children under the age of 16. The above is in direct<br />

contravention of section 114 of the Children‟s Act.<br />

Furthermore, on a national scale there are 33 391 cases<br />

awaiting investigation by social workers. The department needs<br />

to do a comprehensive analysis of why this shortage of social<br />

workers exists, and it needs to come up with a long-term<br />

solution. This should include making it a priority to retain<br />

qualified social workers and incentivizing people to consider<br />

social work as a career. <strong>In</strong> our province it will also entail<br />

changing the department‟s funding model, as more money is<br />

needed to properly fund formal NGO‟s, so that they can pay<br />

professional fees to social workers.<br />

<strong>In</strong> our province, the DA further believes that part of the reason<br />

that there remains minimal impact on the occurrence of rape is<br />

that existing programmes and projects across departments are<br />

not monitored and evaluated. It is precisely for this reason that<br />

we suggested the establishment of a violence prevention hub<br />

last year – an entity that will provide professional services to<br />

women and children affected by violence by integrating what<br />

exists but also moving beyond into the fields of rehabilitation,<br />

support for both victims and offenders and engaging in the<br />

concepts of femininity and masculinity. We also suggested that a<br />

crucial component ought to be supervision and monitoring and<br />

evaluation of existing activities.<br />

Last but not least, is the matter of the still outstanding provincial<br />

Anti-Rape Strategy. How many children still have to be raped<br />

before we stop planning and start taking action?<br />
