cadmium. In practice, trace cadmium levels in zinc are often up to ten times lower than is
required by EN 1179. Cadmium content in today’s rolled zinc is therefore extremely
minor.
In conclusion, the recommendation under #O28 is not justified based on the extended
scientific information available on zinc metal. Implementation of the proposed restriction
will compromise the overall environmental life cycle performance of buildings in the
Nordic Countries, in particular in the durability, recyclability and energy profile of
roofing and cladding.
Comments to individual statements in the background document:
Copper is not subject to classification, but some copper compounds are toxic to aquatic
organisms.
Solid copper is not classified because the release rate of copper ions from massive
materials is too small to warrant classification. Read-across of a classification outcome
from soluble copper compounds to copper metal is not in line with EU regulations on
classification and labeling (see Annex IV in
http://guidance.echa.europa.eu/docs/guidance_document/clp_en.htm?time=12.).
