In Russia the Federal Law No. 35 On counter-terrorism is in force. The Decree of the Russian Federation
Government of March 25, 2015 No. 272 approved the requirements for anti-terrorist protection of crowded
places and facilities (territories). In present edition there is the experience of these requirements implementation
by the Heads of governments of the Russian Federation subjects.
On July 2016, to enhance antiterrorism protection two federal
laws were adopted (so-called “package of Yarovaya”). These
amendments provide the following:
■ accretion of power of law enforcement bodies;
■ new requirements for Communications Operator
and Internet projects;
■ new requirements for carriers – forwarders and mail
operators.
On expert estimation to realize new requirements it is necessary
the following funds:
■ For Russian Post (State mail operator) – US $8 billion
to buy examination equipment and US $1.6 billion per
year for maintenance of these equipment and staff
salaries dealing with screening procedure.
■ For another post operators and logistic companies –
up to US $2.9 billion.
■ For cell operators – US $32 billion (according to mobile
operators of Russia).

Energy sector of Russian
economy gives 54% of state
budget. State program Energy
Efficiency and Power Engineering
Development till 2020
provides the financing in the
amount of US $1.4 billion.
That is why its security is in
priority. Energy sector security
is strictly regulated by the
current legislation. On July 21,
2011 special Federal Law No.
256 On Security of Energy
Facilities was adopted and
entered into force.
On May 2016, during an
exclusive interview for Security-

Zavalny spoke on additional
legislative measures to ensure
security of energy sector. He
is in favor of stricter security
requirements, the introduction
of modern technologies and
the harmonization of legislation
of the countries – members of
the Collective Security Treaty
Organization.
In the end of September
2016 Commission of Council
of Security of the Russian
Federation elaborated measures,
directed to enhancestate
regulation effectiveness in
power industry, including security
and anti-terrorism issues.
Nowadays the largest
industrial enterprises realize
huge investments projects,
therefore they invest considerable
funds to ensure security
and safety of own facilities,
among them:
■ Gazprom is a global
energy company focused on
geological exploration, production,
transportation, storage,
processing and sales of
gas, gas condensate and oil,
sales of gas as a vehicle fuel,
For energy sector
development –
US $1.4 billion till 2020
as well as generation and
marketing of heat and electric
power. Gazprom holds the
world’s largest natural gas
reserves. The Company
owns the world’s largest gas
transmission system with a
total length of 171.2 thousand
kilometers. Gazprom sells
more than half of its gas to
Russian consumers and
exports gas to more than 30
countries within and beyond
the former Soviet Union.
At present time Gazprom
is taking extensive countrywide
efforts to set up new gas
production, transmission and
processing facilities and develop
the existing capacities.
Gazprom is actively
advancing in the promising
regions. One of the Company’s
focus areas in terms of
investments is the execution
of the Eastern Gas Program.
As part of the Sakhalin III
project, new development
wells are being built at the
active Kirinskoye field, with
geological exploration and
pre-development underway
