In Russia the Federal Law No. 35 On counter-terrorism is in force. The Decree of the Russian Federation<br />
Government of March 25, 2015 No. 272 approved the requirements for anti-terrorist protection of crowded<br />
places and facilities (territories). In present edition there is the experience of these requirements implementation<br />
by the Heads of governments of the Russian Federation subjects.<br />
On July <strong>2016</strong>, to enhance antiterrorism protection two federal<br />
laws were adopted (so-called “package of Yarovaya”). These<br />
amendments provide the following:<br />
■ accretion of power of law enforcement bodies;<br />
■ new requirements for Communications Operator<br />
and Internet projects;<br />
■ new requirements for carriers – forwarders and mail<br />
operators.<br />
On expert estimation to realize new requirements it is necessary<br />
the following funds:<br />
■ For Russian Post (State mail operator) – US $8 billion<br />
to buy examination equipment and US $1.6 billion per<br />
year for maintenance of these equipment and staff<br />
salaries dealing with screening procedure.<br />
■ For another post operators and logistic companies –<br />
up to US $2.9 billion.<br />
■ For cell operators – US $32 billion (according to mobile<br />
operators of Russia).<br />

Energy sector of Russian<br />
economy gives 54% of state<br />
budget. State program Energy<br />
Efficiency and Power Engineering<br />
Development till 2020<br />
provides the financing in the<br />
amount of US $1.4 billion.<br />
That is why its security is in<br />
priority. Energy sector security<br />
is strictly regulated by the<br />
current legislation. On July 21,<br />
2011 special Federal Law No.<br />
256 On Security of Energy<br />
Facilities was adopted and<br />
entered into force.<br />
On May <strong>2016</strong>, during an<br />

of the Russian Federation Pavel<br />
Zavalny spoke on additional<br />
legislative measures to ensure<br />
security of energy sector. He<br />
is in favor of stricter security<br />
requirements, the introduction<br />
of modern technologies and<br />
the harmonization of legislation<br />
of the countries – members of<br />
the Collective Security Treaty<br />
Organization.<br />
In the end of September<br />
<strong>2016</strong> Commission of Council<br />
of Security of the Russian<br />
Federation elaborated measures,<br />
directed to enhancestate<br />
regulation effectiveness in<br />
power industry, including security<br />
and anti-terrorism issues.<br />
Nowadays the largest<br />
industrial enterprises realize<br />
huge investments projects,<br />
therefore they invest considerable<br />
funds to ensure security<br />
and safety of own facilities,<br />
among them:<br />
■ Gazprom is a global<br />
energy company focused on<br />
geological exploration, production,<br />
transportation, storage,<br />
processing and sales of<br />
gas, gas condensate and oil,<br />
sales of gas as a vehicle fuel,<br />

development –<br />
US $1.4 billion till 2020<br />
as well as generation and<br />
marketing of heat and electric<br />
power. Gazprom holds the<br />
world’s largest natural gas<br />
reserves. The Company<br />
owns the world’s largest gas<br />
transmission system with a<br />
total length of 171.2 thousand<br />
kilometers. Gazprom sells<br />
more than half of its gas to<br />
Russian consumers and<br />
exports gas to more than 30<br />
countries within and beyond<br />
the former Soviet Union.<br />
At present time Gazprom<br />
is taking extensive countrywide<br />
efforts to set up new gas<br />
production, transmission and<br />
processing facilities and develop<br />
the existing capacities.<br />
Gazprom is actively<br />
advancing in the promising<br />
regions. One of the Company’s<br />
focus areas in terms of<br />
investments is the execution<br />
of the Eastern Gas Program.<br />
As part of the Sakhalin III<br />
project, new development<br />
wells are being built at the<br />
active Kirinskoye field, with<br />
geological exploration and<br />
pre-development underway<br />
