of court judgements is in which age group is the recidivism the highest for men<br />

and women. While due to the bigger representation of men the overall ratio<br />

diagram of age and recidivism is similar to the recidivism diagram of men,<br />

then in case of women it becomes evident that, just like in case of terminated<br />

proceedings, women belonging to the 27-35 age group commit most criminal<br />

offences after conviction – from convicted offenders every fourth women of<br />

that age will commit a new criminal within a year. The lowest recidivism rate<br />

of women occurred in the 45–53 age group (4%).<br />

By criminal offender’s mother tongue the recidivism rate for Estonian-speaking<br />

people was 22%, however, for Russian-speaking higher by 5 percentage points<br />

– 27%. As became apparent, differences occur also in the age group recidivism<br />

of Russian-speaking and Estonian-speaking people. If in case of Estonians<br />

the recidivism decreases with increasing age, then in case Russians speaking<br />

women it has remained on the same level for more than 20 years. However,<br />

there are no essential differences in the recidivism rate of people older than<br />

45 years.<br />

By mother tongue the difference in the recidivism rate of women was bigger<br />

than in case of men. While 27% of Russian-speaking men and 22% of Estonian-speaking<br />

men committed a new criminal offence within a year, the<br />

difference in case of women was 11 percentage points, thus the recidivism rate<br />

of Russian-speaking women was 21% and 10% in case of Estonian-speaking<br />

women.<br />

By courts the recidivism rate was the highest in case of the Viru County<br />

Court judgements – 28% of offenders convicted in the Viru County Court<br />

committed a new criminal offence within 12 months. A somewhat lower<br />

recidivism rate characterized the judgements of the Pärnu and Harju County<br />

Courts, in their case the recidivism rate was respectively 25% and 24%. The<br />

lowest recidivism rate was just like in case of terminated proceedings in the<br />

Southern District (20%). By courthouses the Haapsalu Courthouse in Kärdla,<br />

the Jõgeva Courthouse and the Tartu Courthouse with the lowest recidivism<br />

rate stood out.<br />
