für die Gemeinden und dem Bau eigener grosser<br />
Photovoltaikanlagen für eine breite Akzeptanz in der<br />
Bevölkerung gesorgt hat.<br />
Die Förderbeiträge für Photovoltaikanlagen setzen<br />
sich aus zwei Elementen, dem sogenannten Kombimodell,<br />
zusammen: Für Anlagen, welche bis Ende<br />
Mai 2013 ans Netz gingen, gab es jeweils eine Investitionshilfe<br />
und eine garantierte Einspeisevergütung<br />
für zehn Jahre. Da nun diese garantierte Einspeisevergütung<br />
für Neuanlagen weggefallen ist,<br />
die Investitionshilfe jedoch die Gestehungskosten<br />
für Solarstrom senkt, bleibt der Bau von Photovoltaikanlagen<br />
unter gewissen Voraussetzungen immer<br />
noch interessant.<br />
Ein wichtiger Teil dieser Bemühungen ist die Möglichkeit,<br />
den selbst produzierten Photovoltaikstrom auch<br />
gleich selbst zu verbrauchen. Durch die Investitionshilfe<br />
wird der selber produzierte Strom so etwas günstiger<br />
als Strom ab Netz.<br />
Hier erhofft man sich, dass der Abgleich von Produktion<br />
und Verbrauch bereits beim Verbraucher soweit möglich<br />
optimiert wird – Produktionsspitzen verlagern<br />
sich so weniger ins Stromnetz. Erste aktuelle Zahlen<br />
belegen, dass die neuen Anreize hin zu einem Marktmodell<br />
Wirkung zeigen.<br />
Mit der Massnahme „Smart Energy“ ist der flächendeckende<br />
Einsatz intelligenter Stromzähler vorgesehen.<br />
Mit diesen intelligenten Stromzählern sollen Angebot<br />
und Nachfrage in der Stromversorgung besser in Einklang<br />
gebracht werden. Dies wird insbesondere bei<br />
steigenden erneuerbaren Anteilen immer wichtiger.<br />
Weitere Elemente der Energiestrategie 2020 sind<br />
natürlich die verstärkte Nutzung von Abwärme in<br />
Industrie und der Ausbau von Wärmenetzen bei sinnvoller<br />
Konstellation. Um die Wirtschaftsentwicklung<br />
positiv zu beeinflussen, werden vor allem wirtschaftlich<br />
ausschöpfbare Effizienzpotenziale priorisiert.<br />
The funding for photovoltaic facilities comprises two<br />
elements, the „combi model“: For plants that went<br />
online by the end of May 2013, there was investment<br />
support and a guaranteed feed-in remuneration for<br />
ten years. Now that this guaranteed feed-in remuneration<br />
has come to an end for new plants, but the<br />
investment support lowers the initial costs for solar<br />
energy, building photovoltaic facilities remains an<br />
interesting prospect in certain circumstances.<br />
An important aspect of these efforts is the opportunity<br />
to consume one‘s own generated energy. With the<br />
investment support, the self-produced electricity is a<br />
little cheaper than that from the grid. Here it is hoped<br />
that the balance between production and consumption<br />
is optimised as much as possible by the consumer,<br />
meaning that fewer production peaks are transferred<br />
into the electricity grid. The latest figures show that<br />
the new incentives for a market model are being successful.<br />
The „Smart Energy“ provides for smart electricity meters<br />
across the board. With these meters it is possible to<br />
better coordinate supply and demand in the provision<br />
of electricity. This will become more and more<br />
important as the share of renewable energy resources<br />
being used increases.<br />
Further elements of the Energy Strategy 2020 are of<br />
course more utilisation of waste heat in the industry<br />
and the expansion of heat networks where this makes<br />
sense. In order to have a positive influence on economic<br />
development, in particular commercially exploitable<br />
energy potential will have priority. The energy<br />
efficiency programmes being employed in the commercial<br />
sector show that this continues to be possible.<br />
With regard to the reduction of CO 2 produced by<br />
heating systems, the Energy Strategy 2020 aims to<br />
utilise the potential of wood, as yet a limited resource,<br />
with two large heating plant projects. The first was<br />
built in Malbun in 2012. In winter 2012/2013 it supplied<br />
