PROJECT GOALS<br />
DOCUMENT SCANNING / ELECTRONIC DOCUMENT MANAGEMENT<br />
Assess, design, and deliver document scanning solutions for small, medium, and<br />
large-sized courts that complement clerk-accepted electronically submitted case<br />
file information.<br />
Automate, where possible, the capture of metadata, forms data, and document<br />
images as information is scanned. Investigate bar coding documents to<br />
significantly reduce, if not eliminate, manual entry of case file information.<br />
Create a central repository for electronically submitted court filings, documents,<br />
and images accepted by clerks statewide.<br />
LITIGANT FILING<br />
Create a Web-based service through which litigants (attorneys and selfrepresented)<br />
submit <strong>Arizona</strong> court case files online, thereby eliminating the need<br />
for physical paper handling.<br />
Demonstrate feasibility of a standard, court-provided interface by which litigants<br />
can submit filings using a common e-Filing Service Provider (EFSP).<br />
Leverage the court-defined data standards in all jurisdictions within and between<br />
the e-filing system and target CMSs in support of the CourTools court<br />
performance reporting initiative.<br />
Speed adoption of a statewide e-filing system by implementing a vendordeveloped<br />
and supported:<br />
o Electronic Filing Manager (EFM) capable of supporting multiple<br />
jurisdictions and licensed/owned by the court<br />
o Clerk review system<br />
o Internet-based EFSP portal that supports both free-form pleadings and<br />
form-based filings.<br />
LAW ENFORCEMENT FILING<br />
Expand electronic filing beyond pilot projects in select courts to include records<br />
management systems and citation generating systems such as handheld<br />
devices, red light running traffic monitors, and photo radar systems.<br />
Expand electronic filing beyond the individual case file submission user interface<br />
to include a bulk-filing interface for Records Management Systems and other<br />
eligible EFSPs that comply with the AZTurboCourt bulk e-filing interface<br />
specification.<br />
CLERK/JUDGE REVIEW / CASE MANAGEMENT SYSTEMS INTEGRATION ( AJACS,<br />
APPELLAMATION)<br />
Create an integrated Clerk and Judge Review application for the AJACS CMS<br />
that enables clerks to accept or reject case file submissions and transfer the<br />
appropriate data to the CMS.<br />
