Michael A. Millemann,<br />
Associate Pr<strong>of</strong>essor <strong>of</strong> <strong>Law</strong><br />
B.A., 1966, Dartmouth College;<br />
J.D., 1969, Georgetown <strong>University</strong>.<br />
During 1979-81, Mr. Millemann<br />
was chief general counsel<br />
and chief <strong>of</strong> the Civil Division <strong>of</strong><br />
the <strong>Maryland</strong> Attorney General's<br />
Office, responsible for ultimately<br />
supervising the assistant attorneys<br />
general who practice civil law. Mr.<br />
Millemann began his legal career<br />
as a legal services attorney. He<br />
served as a Reginald Heber Smith<br />
Fellow in the <strong>Maryland</strong> Legal Aid<br />
Bureau from 1969 to 1971. For the<br />
next two years he was chief attorney<br />
in Legal Aid East, Baltimore<br />
City and supervisor <strong>of</strong> the<br />
law school's Legal Aid Clinic. During<br />
this time Mr. Millemann<br />
founded the Legal Aid Bureau's<br />
Prisoner Assistance Project and<br />

worked as a staff attorney for the<br />
National Prison Project. During<br />
1973 he was deputy director <strong>of</strong> the<br />
Multnomah County (Ore.) Legal<br />
Aid Service. He returned to <strong>Maryland</strong><br />
to teach full-time at the <strong>University</strong><br />
<strong>of</strong> <strong>Maryland</strong> <strong>School</strong> <strong>of</strong> <strong>Law</strong><br />
in 1974.<br />
Mr. Millemann has been chairman<br />
<strong>of</strong> the <strong>Maryland</strong> State Bar Association's<br />
Judicial Nominations<br />
Committee, secretary <strong>of</strong> the <strong>Maryland</strong><br />
Legal Services Corporation,<br />
and chairman <strong>of</strong> the Correctional<br />
Reform Section <strong>of</strong> the <strong>Maryland</strong><br />
State Bar Association and has both<br />
published extensively and participated<br />
as an attorney in major constitutional<br />
litigation.<br />

Richard L. North,<br />

After law school Mr. North practiced<br />
law for three years with the<br />
National Juvenile <strong>Law</strong> Center in<br />
St. Louis, Missouri. He later came<br />
to <strong>Maryland</strong> and worked for the<br />
Legal Aid Bureau <strong>of</strong> Baltimore and<br />
served as its director <strong>of</strong> litigation.<br />
He joined the faculty in the fall <strong>of</strong><br />
1979.<br />

Robert V. Percival,<br />
Assistant Pr<strong>of</strong>essor <strong>of</strong> <strong>Law</strong> and<br />
Director, Environmental <strong>Law</strong><br />
Program.<br />
B.A., 1972, Macalester College;<br />
M.A., 1978, J.D., 1978 Stanford<br />
<strong>University</strong>. Mr. Percival joined the<br />
faculty in 1987 after serving as senior<br />
attorney for the Environmental<br />
Defense Fund. While in law<br />
school, he was managing editor <strong>of</strong><br />
the Stanford <strong>Law</strong> Review and was<br />
named the Nathan Abbott Scholar<br />
for having the highest GPA in his<br />
graduating class. Following graduation,<br />
Mr. Percival served as a law<br />
clerk for the Hon. Shirley M.<br />
Hufstedler <strong>of</strong> the U.S. Court <strong>of</strong><br />
Appeals for the Ninth Circuit and<br />
for Justice Byron R. White <strong>of</strong> the
