Soviet, Chinese and Western<br />
Approaches to International<br />
<strong>Law</strong> Seminar* (3)<br />
This seminar attempts to analyze<br />
the approaches <strong>of</strong> the Soviet<br />
Union, China, the Third World<br />
and Western countries to international<br />
law in general and to specific<br />
problems <strong>of</strong> international law.<br />
It deals comparatively with theory<br />
and practice relating to treatment<br />
<strong>of</strong> aliens, recognition, treaties, foreign<br />
investment, law <strong>of</strong> the sea<br />
and ocean development, detente,<br />
disarmament, the Helsinki Declaration,<br />
East-West trade relations<br />
and other selected issues <strong>of</strong> current<br />
interest.<br />

Special Topics in <strong>Law</strong> (2)<br />
Content for Special Topics in <strong>Law</strong>,<br />
taught as a limited enrollment<br />
seminar but not satisfying the writing<br />
requirement, will vary from<br />
year to year. In <strong>1988</strong>-89 several<br />
sections <strong>of</strong> this course will be <strong>of</strong>fered.<br />

Pr<strong>of</strong>essor H<strong>of</strong>fmann's section,<br />
subject to curriculum committee<br />
approval, is a survey course <strong>of</strong> Critical<br />
Issues in Health Care and will<br />
be open to students at all <strong>of</strong> the<br />
pr<strong>of</strong>essional schools at UMAB and<br />
graduate students in relevant departments<br />
at UMBC. The goal <strong>of</strong><br />
the course is to <strong>of</strong>fer students from<br />
the different disciplines an opportunity<br />
to share information and<br />
perspectives with one another. A<br />
case study approach will be utilized<br />
to explore the legal, ethical and<br />
policy questions that arise in the<br />
areas <strong>of</strong> medical malpractice, rights<br />
<strong>of</strong> patients to refuse treatment, informed<br />
consent and substituted<br />
consent in medical decisionmaking,<br />
regulation <strong>of</strong> medical research,<br />
cost containment in the health<br />
care system and the impact <strong>of</strong> the<br />
increasing for pr<strong>of</strong>it health care<br />
system on the delivery <strong>of</strong> health<br />
care.<br />
Pr<strong>of</strong>essor Hornstein's section<br />
will investigate film as a medium<br />
more expressive <strong>of</strong> popular culture<br />
than perhaps any other save television.<br />
An examination <strong>of</strong> its treatment<br />
<strong>of</strong> law should present an accurate<br />
reflection <strong>of</strong> the views <strong>of</strong><br />
the culture. Pr<strong>of</strong>essor Hornstein's<br />
section will provide students with<br />
an awareness <strong>of</strong> these views and<br />
provide a forum for an examination<br />
<strong>of</strong> their accuracy. Through that examination<br />
students can explore<br />
their own positions on the meaning<br />
<strong>of</strong> law and what it might mean<br />
to live a life in the law.<br />
The section will meet once<br />
every two weeks for a total <strong>of</strong> seven<br />
or eight meetings. Several days before<br />
each meeting a time will be<br />
scheduled at which participants<br />
can screen the film to be discussed.<br />
The film will be available<br />
at other times for those who do<br />
not attend the scheduled screening<br />
or who wish to see the film more<br />
than once.<br />
Two students will be assigned<br />
to lead the discussion <strong>of</strong> each film<br />
and will be required to submit a<br />
discussion guide a few days before<br />
the scheduled class meeting. This<br />
should encourage collaborative<br />
work and encourage students to<br />
take a deeper look at the ideas presented.<br />
Each student (save the two responsible<br />
for leading the discussion<br />
<strong>of</strong> the film to follow) will be required<br />
to submit a brief (approximately<br />
1,000 word) essay following<br />
each film. Thus, no student will<br />
be preparing to lead a discussion<br />
on one film while writing an essay<br />
on a different film; but for each<br />
film two students will both lead<br />
the discussion and prepare an essay.<br />
Pr<strong>of</strong>essor Hornstein's section<br />
satisfies the perspective requirement,<br />
but cannot be used to satisfy<br />
the writing requirement. Enrollment<br />
is limited to ten students.<br />
Pr<strong>of</strong>essor Keller's section will<br />
explore the consequences <strong>of</strong> <strong>Maryland</strong>'s<br />
existing tax system in terms<br />
<strong>of</strong> fairness, neutrality, simplicity<br />
and yield. Students will write papers<br />
on a variety <strong>of</strong> subjects. Students<br />
intending to take this section<br />
in the spring semester are encouraged<br />
to take State and Local Taxation<br />
in the Fall semester.
