joint base — For purposes of base defense operations, a joint base is a locality from which<br />

operations of two or more of the Military Departments are projected or supported and<br />

which is manned by significant elements of two or more Military Departments or in<br />

which significant elements of two or more Military Departments are located. See also<br />

joint captured materiel exploitation center — An element responsible for deriving<br />

intelligence information from captured enemy materiel. It is normally subordinate to<br />

the intelligence directorate of a joint staff. Also called JCMEC. (JP 2-01)<br />

joint civil-military operations task force — A joint task force composed of civil-military<br />

operations units from more than one Service. It provides support to the joint force<br />

commander in humanitarian or nation assistance operations, theater campaigns, or<br />

civil-military operations concurrent with or subsequent to regional conflict. It can<br />

organize military interaction among many governmental and nongovernmental<br />

humanitarian agencies within the theater. Also called JCMOTF. See also civilmilitary<br />

joint combined exchange training — A program conducted overseas to fulfill US forces<br />

training requirements and at the same time exchange the sharing of skills between US<br />

forces and host nation counterparts. Also called JCET. (JP 3-05)<br />

joint communications network — The aggregation of all the joint communications<br />

systems in a theater. The joint communications network includes the joint multichannel<br />

trunking and switching system and the joint command and control<br />

communications system(s). Also called JCN. (JP 6-0)<br />

joint concept — Links strategic guidance to the development and employment of future<br />

joint force capabilities and serve as “engines for transformation” that may ultimately<br />

lead to doctrine, organization, training, materiel, leadership and education, personnel<br />

and facilities (DOTMLPF) and policy changes. (CJCSI 3010.<strong>02</strong>)<br />

joint contracting support board — A joint task force or subunified commander<br />

established board to coordinate all contracting support and to determine specific<br />

contracting mechanisms to obtain commercially procured common logistic supplies<br />

and services within the joint operational area. Also called JCSB. See also combatant<br />

commander logistic procurement support board; joint acquisition review board.<br />

joint counterintelligence unit — An organization composed of Service and Department of<br />

Defense agency counterintelligence personnel, formed under the authority of the<br />

Secretary of Defense and assigned to a combatant commander, which focuses on<br />

combatant command strategic and operational counterintelligence missions. Also<br />

called JCIU. (JP 2-01.2)<br />
