time-phased force and deployment data — The time-phased force data, non-unit cargo<br />

and personnel data, and movement data for the operation plan or operation order or<br />

ongoing rotation of forces. Also called TPFDD. See also time-phased force and<br />

deployment list. (JP 5-0)<br />

time-phased force and deployment list — Appendix 1 to Annex A of the operation plan.<br />

It identifies types and/or actual units required to support the operation plan and<br />

indicates origin and ports of debarkation or ocean area. It may also be generated as a<br />

computer listing from the time-phased force and deployment data. Also called<br />

TPFDL. See also Joint Operation Planning and Execution System; time-phased<br />

force and deployment data. (JP 4-05)<br />

times — The Chairman of the Joint Chiefs of Staff coordinates the proposed dates and times<br />

with the commanders of the appropriate unified and specified commands, as well as<br />

any recommended changes to when specified operations are to occur (C-, D-, M-days<br />

end at 2400 hours Universal Time [Zulu time] and are assumed to be 24 hours long for<br />

planning). (JP 5-0)<br />

time-sensitive target — A joint force commander validated target or set of targets requiring<br />

immediate response because it is a highly lucrative, fleeting target of opportunity or it<br />

poses (or will soon pose) a danger to friendly forces. Also called TST. (JP 3-60)<br />

time to target — The number of minutes and seconds to elapse before aircraft ordnance<br />

impacts on target. Also called TTT. (JP 3-09.3)<br />

tophandler — A device specially designed to permit the lifting and handling of containers<br />

from the top with rough terrain container handlers. See also container. (JP 4-01.6)<br />

topographic map — A map that presents the vertical position of features in measurable<br />

form as well as their horizontal positions. (JP 2-03)<br />

top secret — Security classification that shall be applied to information, the unauthorized<br />

disclosure of which reasonably could be expected to cause exceptionally grave damage<br />

to the national security that the original classification authority is able to identify or<br />

describe. (EO 13526)<br />

torture — As defined by Title 18, US Code, Section 2340, it is any act committed by a<br />

person acting under color of law specifically intended to inflict severe physical or<br />

mental pain or suffering (other than pain or suffering incidental to lawful sanctions)<br />

upon another person within his custody or physical control. “Severe mental pain or<br />

suffering” means the prolonged mental harm caused by or resulting from: (a) the<br />

intentional infliction or threatened infliction of severe physical pain or suffering; (b) the<br />

administration or application, or threatened administration or application, of mindaltering<br />

substances or other procedures calculated to disrupt profoundly the senses or<br />

personality; (c) the threat of imminent death; or (d) the threat that another person will<br />

imminently be subjected to death, severe physical pain or suffering, or the<br />
