person eligible to receive effects — The person authorized by law to receive the personal<br />

effects of a deceased military member. Receipt of personal effects does not constitute<br />

personnel — Those individuals required in either a military or civilian capacity to<br />

accomplish the assigned mission. (JP 1-0)<br />

personnel accountability — The process of identifying, capturing, and recording the<br />

personal identification information of an individual usually through the use of a<br />

database. (JP 1-0)<br />

personnel effects inventory officer — An officer appointed to establish clear chain of<br />

custody for all personal effects of an individual from the time they establish control of<br />

the effects until they release the effect to mortuary affairs personnel. Also called<br />

PEIO. (JP 4-06)<br />

personnel increment number — A seven-character, alphanumeric field that uniquely<br />

describes a non-unit-related personnel entry (line) in a Joint Operation Planning and<br />

Execution System time-phased force and deployment data. Also called PIN. (JP 5-0)<br />

personnel recovery — The sum of military, diplomatic, and civil efforts to prepare for and<br />

execute the recovery and reintegration of isolated personnel. Also called PR. See also<br />

combat search and rescue; evasion; personnel; recovery; search and rescue.<br />

personnel recovery coordination cell — The primary joint force component organization<br />

responsible for coordinating and controlling component personnel recovery missions.<br />

personnel recovery task force — A force comprised of US or multinational military forces<br />

and/or other US agencies formed to execute a specific personnel recovery mission to<br />

locate, support, and recover isolated personnel. Also called PRTF. (JP 3-50)<br />

personnel security investigation — An inquiry into the activities of an individual, designed<br />

to develop pertinent information pertaining to trustworthiness and suitability for a<br />

position of trust as related to loyalty, character, emotional stability, and reliability. Also<br />

called PSI. (JP 2-01)<br />

personnel services support — Service-provided sustainment activities that support a<br />

Service member during both joint exercises and joint operations. Also called PSS.<br />

petroleum, oils, and lubricants — A broad term that includes all petroleum and associated<br />
