major operation — 1. A series of tactical actions (battles, engagements, strikes) conducted<br />

by combat forces of a single or several Services, coordinated in time and place, to<br />

achieve strategic or operational objectives in an operational area. 2. For noncombat<br />

operations, a reference to the relative size and scope of a military operation. See also<br />

maneuver — 1. A movement to place ships, aircraft, or land forces in a position of<br />

advantage over the enemy. 2. A tactical exercise carried out at sea, in the air, on the<br />

ground, or on a map in imitation of war. 3. The operation of a ship, aircraft, or vehicle,<br />

to cause it to perform desired movements. 4. Employment of forces in the operational<br />

area through movement in combination with fires to achieve a position of advantage in<br />

maneuverable reentry vehicle — A reentry vehicle capable of performing preplanned<br />

flight maneuvers during the reentry phase. See also multiple independently<br />

targetable reentry vehicle; multiple reentry vehicle. (JP 3-14)<br />

manpower management — The means of manpower control to ensure the most efficient<br />

and economical use of available manpower. (JP 1-0)<br />

manpower requirements — Human resources needed to accomplish specified work loads<br />

of organizations. (JP 1-0)<br />

Marine air command and control system — A system that provides the aviation combat<br />

element commander with the means to command, coordinate, and control all air<br />

operations within an assigned sector and to coordinate air operations with other<br />

Services. It is composed of command and control agencies with communications-<br />

electronics equipment that incorporates a capability from manual through<br />

semiautomatic control. Also called MACCS. See also direct air support center;<br />

Marine Corps special operations forces — Those Active Component Marine Corps forces<br />

designated by the Secretary of Defense that are specifically organized, trained, and<br />

equipped to conduct and support special operations. Also called MARSOF.<br />

marine environment — The oceans, seas, bays, estuaries, and other major water bodies,<br />

including their surface interface and interaction, with the atmosphere and with the land<br />

seaward of the mean high water mark.<br />

Maritime Administration — The Maritime Administration is the agency within the United<br />

States Department of Transportation dealing with waterborne transportation. Also<br />

called MARAD. (JP 4-01.2)<br />

Maritime Administration Ready Reserve Force — The surge sealift assets owned and<br />

operated by the United States Department of Transportation/Maritime Administration<br />
