stockage objective — The maximum quantities of materiel to be maintained on hand to<br />

sustain current operations, which will consist of the sum of stocks represented by the<br />

operating level and the safety level. (JP 4-08)<br />

Stock Number — See national stock number.<br />

stockpile to target sequence — 1. The order of events involved in removing a nuclear<br />

weapon from storage and assembling, testing, transporting, and delivering it on the<br />

target. 2. A document that defines the logistic and employment concepts and related<br />

physical environments involved in the delivery of a nuclear weapon from the stockpile<br />

to the target. It may also define the logistic flow involved in moving nuclear weapons<br />

to and from the stockpile for quality assurance testing, modification and retrofit, and the<br />

recycling of limited life components.<br />

stop-loss — Presidential authority under Title 10, United States Code, Section 12305 to<br />

suspend laws relating to promotion, retirement, or separation of any member of the<br />

Armed Forces determined essential to the national security of the United States (“laws<br />

relating to promotion” broadly includes, among others, grade tables, current general or<br />

flag officer authorizations, and E8 and 9 limits). This authority may be exercised by<br />

the President only if reservists are serving on active duty under Title 10, United States<br />

Code authorities for Presidential Reserve Call-up, partial mobilization, or full<br />

stowage — The method of placing cargo into a single hold or compartment of a ship to<br />

prevent damage, shifting, etc. (JP 3-<strong>02</strong>)<br />

stowage factor — The number that expresses the space, in cubic feet, occupied by a long<br />

ton of any commodity as prepared for shipment, including all crating or packaging.<br />

stowage plan — A completed stowage diagram showing what materiel has been loaded and<br />

its stowage location in each hold, between-deck compartment, or other space in a ship,<br />

including deck space. (JP 4-01.5)<br />

strafing — The delivery of automatic weapons fire by aircraft on ground targets.<br />

strategic air transport — The movement of personnel and materiel by air in accordance<br />

with a strategic plan.<br />

strategic communication — Focused United States Government efforts to understand and<br />

engage key audiences to create, strengthen, or preserve conditions favorable for the<br />

advancement of United States Government interests, policies, and objectives through<br />

the use of coordinated programs, plans, themes, messages, and products synchronized<br />
