terms of reference — 1. A mutual agreement under which a command, element, or unit<br />

exercises authority or undertakes specific missions or tasks relative to another<br />

command, element, or unit. 2. The directive providing the legitimacy and authority to<br />

undertake a mission, task, or endeavor. Also called TORs. (JP 3-0)<br />

terrain analysis — The collection, analysis, evaluation, and interpretation of geographic<br />

information on the natural and man-made features of the terrain, combined with other<br />

relevant factors, to predict the effect of the terrain on military operations. (JP 2-03)<br />

terrain avoidance system — A system which provides the pilot or navigator of an aircraft<br />

with a situation display of the ground or obstacles which project above either a<br />

horizontal plane through the aircraft or a plane parallel to it, so that the pilot can<br />

maneuver the aircraft to avoid the obstruction. (JP 3-50)<br />

terrain flight — (*) Flight close to the Earth’s surface during which airspeed, height,<br />

and/or altitude are adapted to the contours and cover of the ground in order to avoid<br />

enemy detection and fire. Also called TERF.<br />

terrain intelligence — Intelligence on the military significance of natural and man-made<br />

characteristics of an area. (JP 3-15)<br />

terrestrial environment — The Earth’s land area, including its man-made and natural<br />

surface and sub-surface features, and its interfaces and interactions with the atmosphere<br />

and the oceans. (JP 3-59)<br />

territorial airspace — Airspace above land territory, internal waters, archipelagic waters,<br />

and territorial seas.<br />

territorial sea — A belt of ocean space adjacent to and measured from the coastal state’s<br />

baseline to a maximum width of 12 nm. Throughout the vertical and horizontal planes<br />

of the territorial sea, the coastal state exercises sovereign jurisdiction, subject to the<br />

right of innocent passage of vessels on the surface and the right of transit passage in,<br />

under, and over international straits. Territorial sea areas that are a continuation of sea<br />

lanes through archipelagoes are subject to archipelagic sealane passage, with the same<br />

transit rights as those that apply to international straits.<br />

terrorism — The unlawful use of violence or threat of violence to instill fear and coerce<br />

governments or societies. Terrorism is often motivated by religious, political, or other<br />

ideological beliefs and committed in the pursuit of goals that are usually political. See<br />

also antiterrorism; combating terrorism; counterterrorism; force protection<br />

condition. (JP 3-07.2)<br />

terrorist threat level — An intelligence threat assessment of the level of terrorist threat<br />

faced by US personnel and interests in a foreign country. The assessment is based on a<br />

continuous intelligence analysis of a minimum of five elements: terrorist group<br />
