methodologies was approved within the scope <strong>of</strong> action <strong>of</strong> the Convention. The<br />
purpose is to reduce transaction costs in order to encourage small businessmen<br />
to participate through association-type arrangements.<br />
In Brazil, the <strong>Ministry</strong> <strong>of</strong> Development, Industry <strong>and</strong> Foreign Commerce<br />
(MDIC) in partnership with the Commodities & Futures Market (BM&F) <strong>and</strong><br />
sponsored by the Fundação Getúlio Vargas, has created the Brazilian<br />
Emission Reduction Market (MBRE). Thus, a primary market would be<br />
organized by means <strong>of</strong> a bank <strong>of</strong> projects, complete with a system for<br />
registering, storing <strong>and</strong> classifying projects. The MBRE should have a<br />
favorable impact on reducing transaction costs, among other things, increasing<br />
investor visibility <strong>and</strong> even helping c<strong>and</strong>idates to identify investors in the market.<br />
Opportunities for agroenergy<br />
A great opportunity for agroenergy is energy generation from residues<br />
<strong>and</strong> byproducts, such as the projects contemplating the cogeneration <strong>of</strong> energy<br />
from sugarcane bagasse that are being implemented to generate credits.<br />
Since the methodology has already been approved, many projects will<br />
probably be submitted <strong>and</strong> many more initiatives will arise, such as those<br />
using rice straw <strong>and</strong> wood industry residues, among others.<br />
Despite the limitations <strong>of</strong> the carbon sequestration market, forestry<br />
activities can receive credits for replacing fossil energy sources (coal) with<br />
renewable sources <strong>of</strong> energy (charcoal) in the steel mills. Another possibility<br />
is the use <strong>of</strong> wood mill residues to generate energy from the biomass, because<br />
<strong>of</strong> a 50% increase in wood use efficiency.<br />
Another interesting approach is managing animal wastes <strong>and</strong> using the<br />
methane gas thus produced to generate energy, particularly since that technology<br />
has already been approved. Among the projects being implemented, special<br />
mention should be made <strong>of</strong> the Granja Becker (Minas Gerais) <strong>and</strong> Sadia projects,<br />
which are being analyzed by the Interministerial Commission, should serve as<br />
pilot projects <strong>and</strong> directly benefit rural producers.<br />
Despite the existing technical <strong>and</strong> economic feasibility problems, the<br />
great potential <strong>of</strong> biodiesel derives from the fact that it is a governmental<br />
program that aims at replacing a source <strong>of</strong> energy. Another positive factor are<br />
the social benefits brought about by the biodiesel program.<br />
The indirect opportunities arising from the requirements <strong>of</strong> the Kyoto Protocol<br />
