Institutional Partnerships in Agroenergy<br />
In Brazil, there are institutions <strong>and</strong> companies in each <strong>of</strong> the major areas<br />
<strong>of</strong> agroenergy that either supply or dem<strong>and</strong> new technologies, whether in raw<br />
material production or industrial transformation processes, or linked to<br />
commerce, distribution or supply <strong>of</strong> final products to the domestic <strong>and</strong> foreign<br />
markets.<br />
The success <strong>of</strong> the National Research, Development <strong>and</strong> Innovation<br />
Program in Agroenergy depends on the articulation <strong>of</strong> the organizations <strong>and</strong><br />
companies that make up the supply <strong>and</strong> dem<strong>and</strong> sides, whose activities are<br />
currently dispersed. It is also contingent upon the organization <strong>of</strong> a joint<br />
technical program, <strong>of</strong> multidisciplinary <strong>and</strong> multi-institutional nature, that points<br />
to <strong>and</strong> fills gaps in the program in order to ensure the viability <strong>and</strong> maintain the<br />
competitiveness <strong>of</strong> biomass energy sources.<br />
The <strong>Ministry</strong> <strong>of</strong> <strong>Agriculture</strong>, <strong>Livestock</strong> <strong>and</strong> <strong>Supply</strong> (MAPA) intends to gather<br />
<strong>and</strong> articulate these companies <strong>and</strong> institutions as a consortium, whose central<br />
objective will be to design <strong>and</strong> execute the National RD&I Program in<br />
Agroenergy taking into account regional specificities. Other commercial <strong>and</strong><br />
investment aspects could also be part <strong>of</strong> the consortium's program.<br />
Institutional partnerships are major agreements between founding<br />
entities, for either operational or sponsorship purposes.<br />
The articulation between the parts <strong>and</strong> the relationship <strong>of</strong> the consortium<br />
with the set <strong>of</strong> institutions, including potential participants, will be carried out<br />
through a formal structure that concretizes <strong>and</strong> institutionalizes the institutional<br />
arrangement itself, a fact that will be contemplated in the document creating<br />
the consortium, to be signed by the leading entities.<br />
Institutionally, this structure will fulfill the objectives <strong>and</strong> execute the<br />
operations envisioned for the consortium, which could be later joined by other<br />
organizations <strong>and</strong> will be supervised by an Administrative Council made up <strong>of</strong><br />
representatives <strong>of</strong> the participants.<br />
The formal institutional partnership or consortium will be directed by<br />
technical personnel hired or seconded by the participating entities, albeit<br />
administrative <strong>and</strong> financial independent from them. The consortium will act<br />
through operational centers in various regions <strong>of</strong> the country, in partnership<br />
with the participating entities or with domestic or foreign third parties, <strong>and</strong><br />
with <strong>Embrapa</strong> Agroenergy, to be incorporated.<br />
