needed in sm<strong>all</strong> towns with increasing traffic. This traffic will make living and working in these buildings unpleasantly noisy<br />

building <strong>of</strong> unhealthy housing estates. People do not want to be living ontop <strong>of</strong> each other. Look at the Rochford hospital<br />
debacle. In 10 years it will be a slum - hundreds <strong>of</strong> houses on a sm<strong>all</strong> area <strong>of</strong> land and then even more on the old Rochford<br />
