New Town - This may be the answer, but new towns tend to be ?less places; especi<strong>all</strong>y if high rise flats are involved.<br />
Infilling in urban areas - This is costly and time consuming and perhaps in areas undesirable. Infilling has trundled along in<br />
the past and is now becoming rarer as sites diminish. Note the present trend to demolish and rebuild. In any exent such ? ?<br />
<strong>of</strong> development would barely dent the figure <strong>of</strong> housing required. Best leave it to the private developer. Residential estates<br />
- Satelite housing could be established. They could range from sm<strong>all</strong>, say the size <strong>of</strong> the King George playing field in<br />
Rayleigh, to the large, as the Grange estate between Langdon Road and Little Wheatleys Chase <strong>of</strong>f the London Road in<br />
Rayleigh. Type <strong>of</strong> residences - could be as follows - Semi-detached houses, 1930's style perhaps with stretched 'box' room<br />
to provide reasonable sized thrid bedroom. Sm<strong>all</strong> blocks <strong>of</strong> flats, not more than two storeys to cater for people who perfer<br />
flats. Semi-detached affordable bungalos for disabled and for elderly people who cannot cope with stairs and for first-time<br />
A recycling centre is needed in or around the Rochford area. Because <strong>of</strong> the lack <strong>of</strong> this, more and more rubbish is being<br />

dumped at the roadside and in our beautiful estuaries.<br />
I think the whole situation is very sad. Whoever you speak to lately feels the same. I never complain or would sit and wirte<br />
my views to anyone but this is how strongly I feel. I worry about how the area is going to be when my children grow up and<br />
am always detabing moving away - as are a lot <strong>of</strong> people. I appreciate the Governemnt sets these tasks and that people<br />
are looking to move into the area but how long do you go on. We are ruining this area. Perhaps by not building people will<br />
look at other areas for employment and housing rather than encouraging people here. As I say improve our services,<br />

I would like to provide details <strong>of</strong> three potential sites that we are proposing for development at this early stage, and would<br />
welcome the opportunity to speak with you further about them. All three sites are located near the railway on brown field<br />
land. The sites are therefore in sustainable locations to be considered for redevelopment for residential use. The three<br />
locations as shown on the attached plans are: 1. Land at Hockley Station to the immediate north <strong>of</strong> the station on<br />
Plumberow Avenue. 2. Land at Hockley Station to the east <strong>of</strong> the station - accessed from the Station Approach. 3. A<br />
sm<strong>all</strong>er residential site <strong>of</strong>f Preston Gardens. I would request that these sites be considered for inclusion in a future site<br />

I act <strong>of</strong> behalf <strong>of</strong> Mr G Marsh<strong>all</strong> who owns land to the south <strong>of</strong> Sutton Court Drive. During the Inquiry into the Replacement<br />
Local Plan, we raised concerns over the limited lifespan left in that plan, and the ability <strong>of</strong> the Council to bring forward an<br />
early review in the form <strong>of</strong> the LDF. I am happy that these concerns have been disproved, and that the Council are<br />
proceeding apace with the LDF. I know that you are familiar with my client's land, and that you have discussed a number <strong>of</strong><br />
matters with him. I will not therefore dwell on site specific matters, although as you know it is very close to shops, services<br />
and employment, notably those close to the airport. In particular, it is well related to public service provision including the<br />
new airport railway station opposite. The <strong>all</strong>ocation and development <strong>of</strong> the site would secure affordable housing provision,<br />
together with other potential benefits such as new pedestrian and cycle links; open space; and traffic calming etc. The<br />
